What is a Dubai CommerCity license?
It is a free zone license. Dubai CommerCity offers five license types, including an E-commerce License that "allows businesses to trade goods and services online", plus trade, service, general trading and freelance licenses. Its FAQ says a company can have 1 to 50 shareholders, minimum share capital of AED 1,000, 100% foreign ownership, and up to 20 activities from four industry groups, with the base license covering three activities from one group. The same FAQ claims zero corporate or income tax. That is a marketing statement from the zone. The corporate tax position of your company depends on its facts, so confirm it with the Federal Tax Authority or a registered tax agent before relying on it.
The FAQ also says the Business and Logistics clusters are bonded zones, and that the zone helps with pick-and-pack space and fulfilment centres. Dubai CommerCity is not the same as Meydan's "Meydan Commerce" service, which is a marketplace onboarding service sold only to companies in Meydan Free Zone, from AED 6,000 as of the page we read in October 2026. Sellers often mix the two names up.
How much does a Dubai CommerCity license cost?
The honest answer is that the zone's own price is not something we could verify. Here is what we found.

Do not budget from any of these. Ask the zone for the license fee, the desk or office fee, the visa fees and the renewal fee, each as a separate line. Can a Dubai CommerCity company sell to customers in Dubai and the rest of the UAE?
This is the question that decides whether the license suits you. The UAE government portal says free zone companies may operate within the free zone and internationally, and that to sell directly on the mainland you may need a local distributor or additional approvals or arrangements. Dubai CommerCity's FAQ does not set out its own mainland route, so ask the zone which applies to your products.
Some providers advertise a "dual license" that lets a Dubai CommerCity company sell on the mainland. Virtuzone's page says that a Dual License with DET lets the company operate on the mainland without a separate physical office. We could not find a government page describing that product, so check with DET and the zone and get the conditions in writing. What does UAE law require of an online seller in a free zone?
The UAE government portal says online sellers must obtain the required licenses and approvals and get approvals for any regulated or restricted products. Federal Decree-Law No. 14 of 2023 on modern technology-based trade reaches free zone sellers when the goods or services are sold outside the free zone's area, or where the free zone has no rules of its own on this trade, and it requires a digital trader to make its license details, address and contact numbers public. A free zone license is therefore a legal basis to sell online, but the activity on it must match what you sell, and regulated goods need their approval first.
What should you ask Dubai CommerCity before you apply?
Use this list and keep the written answers.
- What is the all-in year-one price for a license with the e-commerce activity, with and without a visa?
- Which activity code will print on the license, and does it cover marketplace selling on Amazon.ae and noon?
- What are the renewal fee and the grace period?
- How many visas can I hold, and what does each cost, including the medical test and Emirates ID?
- How can I sell to UAE customers: through a distributor, a mainland license, or another route, and what does it cost?
- Is on-site warehouse or fulfilment space available, and at what rate?
- How is customs handled for goods I import and then sell locally?
- What happens to the license and deposits if I close the company?
If an answer is vague, ask what the figure depends on and put that in the quote. A zone that cannot give a price in writing has not given you a price.
Is Dubai CommerCity right for a marketplace seller?
It depends on your model. A brand that holds stock and wants warehouse, payment and call-centre services in one zone may like a purpose-built e-commerce zone. A seller who only lists on Amazon.ae and noon, uses the marketplace's own fulfilment and wants the lowest fixed cost may compare it with cheaper published options such as RAKEZ or a mainland license.
