Which license types can an online seller hold in the UAE?
There are three practical routes. Which one fits depends on where you live, whether you need visas, and how much you plan to sell.

What is the Dubai E-Trader license and who can use it?
Dubai describes the E-Trader license as a home-based license for freelancers and entrepreneurs who sell through social media and online platforms. It is issued only as a sole proprietorship, and the owner carries full legal responsibility.
Two rules matter before you apply:
- TDRA approval. All e-trade licenses require an approval or an NOC from the Telecommunications and Digital Government Regulatory Authority.
- Approved goods only. Digital traders may sell only goods and services that are legally approved for trade in the UAE, and must not sell anything needing special approval until they hold it.
Dubai's e-commerce page does not publish a fee for the E-Trader license, so ask DET for the current figure in writing. See the e-trader license definition for the short version.
Check this first. The E-Trader license is a sole-proprietor product. If you want partners, staff visas or a company you can sell later, look at a commercial or free zone license instead.
When does a free zone license make more sense?
Most sellers who run Amazon.ae and noon accounts at scale hold a free zone or mainland commercial license. A free zone gives you a company licensed by the zone, not by DET. Dubai describes free zones as designated areas with custom duty and tax benefits, each with its own rules and regulator.
Free zones are strong when you are non-resident, want a remote setup or want a low starting price. Their limit is the mainland. The Dubai government says a free zone company can trade on the mainland through a Dual License, and that this was available with five free zones when the page was read. Which activity should the license name?
Pick the activity that matches what you sell. Marketplaces and banks may compare the license activity with your listings and your business plan. A license that names only "general trading" or only an online-selling activity may invite questions from a bank. Zones publish their own activity lists, so ask your adviser to confirm the exact activity code that will print on the license before you pay.
Do Amazon.ae and noon require a license?
Marketplace rules change, so read the current seller pages, but the pattern is stable: you register as a business with a license, an ID, a bank account and, once required, a VAT registration. A free zone's own guide to Amazon.ae states that a valid trade or e-commerce license is mandatory for professional sellers in 2026, alongside an Emirates ID or passport, a business bank account and VAT registration above AED 375,000 of taxable turnover. What else do you need besides the license?
- A bank account in the company name. Marketplaces pay out to it. Some free zones say you need to be present in the UAE at certain bank steps.
- VAT registration when required. The mandatory threshold is AED 375,000 of taxable supplies and imports, and voluntary registration is allowed above AED 187,500. See UAE VAT registration for sellers.

- Product approvals. The license does not approve your products. Regulated goods need approval from the competent authority first.

What goes wrong?
- Selling from social media with no license. Dubai says you must be licensed to run an online business on the mainland.
- Wrong legal form. The E-Trader license cannot be shared between partners, because it is sole proprietorship only.
- No TDRA approval. The license application can stall until the NOC is in place.
- Regulated products. Cosmetics, supplements and similar goods need approvals the license does not cover.
- Free zone company invoicing mainland customers directly. Check the permit route first, because Dubai's rules require a DET license or permit for mainland operations.
