What does "without a visa" mean for an e-commerce license?

A free zone license and a residence visa are separate things. The license lets the company trade. A visa allocation lets the company sponsor people, including you, to live in the UAE. A zero-visa setup is a license with no visa allocations used. It suits you if you:

  • already live in the UAE on another visa, for example through an employer or a family sponsor;
  • live abroad and run the business remotely; or
  • want to start cheaply and add a visa later.

None of the zone pages we read says a zero-visa company is barred from a bank account, a marketplace seller account or VAT registration, but banks and marketplaces set their own checks, so ask before you pay. Meydan's navigation describes the Non-Resident License as a way to "launch a UAE-licensed business and access non-resident banking without relocating or visiting the UAE". SPC's FAQ page does not name a zero-visa package, so ask SPC whether you can hold the license without a visa and what the price is.

SPC's own year-one total with one visa is AED 13,165, which is higher than the subtotal above because it also includes e-channel registration of AED 2,280 and the AED 365 medical test. The lesson: a zero-visa price is a floor, and every visa, card and portal registration adds to it. Year-two renewal is not published separately by Meydan, so ask for it.

What should a zero-visa quote show?

Ask the zone to put these in one written quote, so you can compare like with like:

  1. The license fee for year one and year two, and the term.
  2. The number of visa allocations included, which should be zero, and the price of each allocation if you add one.
  3. Whether the flexi-desk or virtual office is included, and its price if not.
  4. Every portal, registration and card fee that is due even without a visa.
  5. Whether the license can be upgraded to include visas mid-term and how that is charged.
  6. The bank steps and whether anyone must travel.

Can you set up from outside the UAE?

Several zones say yes:

  • IFZA says its process lets you apply "without the need to physically be present in the UAE".
  • Shams says you can "register, pay, and receive your license from anywhere in the world".
  • SPC says "physical residency is not required for business ownership," though your presence is required at certain stages of bank account opening.

Check this first. Remote company setup is not the same as remote banking. Ask the zone which bank, which documents and whether a visit is needed, before you pay the license fee. No bank account means no marketplace payout.

What can a zero-visa company not do?

  • Sponsor staff or yourself. Visas need allocations, and each one is paid for.
  • Sell directly to mainland customers without a route. IFZA says a mainland distributor is required; Dubai also offers a license or permit route. Read can a free zone company sell in mainland UAE.
  • Skip product approvals. The license does not approve regulated goods. Dubai tells online traders to sell only legally approved goods.
