The mainland route runs through the Sharjah Economic Development Department (SEDD), which issues micro-licenses including e-commerce and Etimad licenses, but we found no published fee for them. The package covers up to 5 combinable activities, and SPC gives a setup time of 2 to 5 days. Multi-year terms are discounted: 10% for 2 years and 13% for 3 years.
Check this first. SPC's own page contradicts itself in places. It calls the license fee one-time in one paragraph and renewing yearly in another, and it gives both "at least AED 10,245" and "AED 10,000 to AED 20,000" as the renewal range. Ask SPC for a written quote that separates year-one and year-two costs.

Worked example: a solo seller on the SPC e-commerce license

Whether the name reservation is already inside SPC's AED 13,165 is not clear from the page, so treat this as a ceiling and ask. A seller who needs no extra activity and has the name included would pay the AED 13,165 figure. Bank account fees, VAT registration help, bookkeeping and marketplace fees are not in these totals.
What does Shams offer for Sharjah e-commerce sellers?
Shams, the Sharjah Media City free zone, lists e-commerce among the sectors it covers and says you can pick up to five activities on one license. It says you can "register, pay, and receive your license from anywhere in the world" and its cost calculator offers license durations of 1 to 5 years or 10 years. It also advertises a license issue time of under 60 minutes.
Shams does not show a price on this page: the calculator displays placeholder values and tells you to contact a business setup adviser for the exact cost. Ask for a quote that lists the license, any visa allocation, and the activity code that matches what you sell.
What is the Etimad license and can you use it to sell online?
SEDD runs a micro-license for home-based business owners called Etimad (also spelled Eitimad or Etemad). SEDD and its partners describe the programme as supporting Emirati business owners; the source does not say whether online selling is covered, so ask SEDD. Check your eligibility with SEDD before planning around it: if you are a resident expat, the Etimad route is probably not open to you, and a free zone or a standard mainland license is the practical choice. We could not open SEDD's own service page, so we cannot state the eligibility, fee or staff rules from a primary page.
SEDD also announced fee relief for micro-licenses. From 16 June 2026 for three months it waived late fines for micro-licenses, naming Etemad and e-commerce licenses, and gave a 50% discount on issuance and renewal of micro-licenses. That window appears to have ended in mid-September 2026, so ask SEDD whether it was extended before you count on the discount.
How do you get the license, step by step?
- Choose the route. Free zone if you are non-resident or need a low entry price; SEDD mainland if you need to trade on the mainland and are eligible.
- Pick activities. Match the license activity to what you sell. Both SPC and Shams allow up to 5 on one license.
- Get a written quote. It should show license, visas, e-channel, establishment card and renewal.
- Apply and pay. Shams says this can be done fully online. SPC says you do not need UAE residency to own the business, though physical presence is needed at certain bank stages.
- Open the bank account. Marketplaces pay out to it.
- Register for VAT and corporate tax when required. The mandatory VAT threshold is AED 375,000 of taxable supplies and imports. See UAE VAT registration for sellers.

Can a Sharjah free zone license sell on Amazon.ae and noon?
SPC's guide to Amazon.ae says a valid trade or e-commerce license is mandatory for professional sellers in 2026 and that you also need an Emirates ID or passport and a business bank account. That is SPC's reading, so confirm the current rules in Seller Central. Amazon's own seller page, as of October 2026, says Dubai trade license holders are eligible to sell but does not state there that a license is mandatory for everyone. VAT registration becomes mandatory once taxable supplies and imports pass AED 375,000. For selling to customers in mainland UAE, SPC's FAQ notes that free zone companies "may have restrictions on trading directly within the mainland market". What goes wrong with Sharjah licenses?
- Comparing headline prices. AED 5,750 is the license only. Year one with a visa is AED 13,165 on SPC's own page.
- Assuming Etimad is open to residents. It is described as an Emirati-owner programme, so check before you apply.
- Ignoring product approvals. A license does not approve cosmetics, supplements or electronics.
- Counting on expired discounts. The SEDD 50% relief started on 16 June 2026 for three months.
- No bank account. Without an IBAN in the company name, marketplace payouts cannot start.
