What is the real difference for an online seller?
An online seller cares about five things: who owns the company, whom you can sell to, whether you need an office, how visas work, and how tax applies. The table sets out what the authorities publish.

Check this first. The Dubai set-up page also says free zones give "100% exemptions" from corporate tax and VAT. Do not rely on that line. Tax depends on your own position and the Federal Tax Authority's rules, covered further down.
Can a free zone company sell to UAE customers online?
This is the question that decides the choice, and the answer is "not freely". The UAE government says a free zone company wanting to sell goods or services locally must work through a licensed mainland distributor or set up a mainland branch or company. RAKEZ's FAQ says the same: a free zone entity may trade within the UAE only through an agent, representative, distributor or its parent company holding a relevant license.
In practice many free zone sellers list on Amazon.ae and noon. Amazon runs partner programmes with free zones such as Meydan and RAKEZ. A marketplace accepting your license is not a legal opinion on mainland trading, so settle the structure first. Dubai offers a middle route. Its Free Zone Branch License lets an establishment licensed in a Dubai free zone conduct its activities outside the free zone within Dubai, through a branch, under requirements approved by DET. The same page says eligible free zone establishments may instead get a permit for specific activities without a branch, and gives the branch license a one-year validity and the permit six months. It gives no price, so ask for one in writing.
What does each route cost?
Prices differ more by zone than by mainland versus free zone.
- Mainland, Dubai: the eTrader for home-based single owners is AED 1,070 plus AED 300 Chamber membership; a normal company license has no single published price.
- Mainland, Ajman: AED 600 for issuing or renewing an economic license, plus itemised fees.
- Free zones: from AED 4,888 at Ajman NuVentures Centre, from AED 6,000 at RAKEZ, from AED 12,500 at Meydan.

What about tax: VAT and corporate tax?
This is general information, not tax or legal advice. Confirm your position with the Federal Tax Authority (FTA) or a registered tax agent.
VAT. Neither route removes VAT. The FTA sets mandatory VAT registration at AED 375,000 of taxable supplies and imports, with voluntary registration from AED 187,500. A free zone does not exempt you from that test unless your goods sit in a designated zone; see VAT for free zone sellers.
Corporate tax. Dubai tells new license holders to register for corporate tax within three months of getting the license. A free zone company may qualify for a 0% rate on qualifying income only if it meets the Qualifying Free Zone Person conditions, as Meydan states. Whether UAE consumer sales count as qualifying income is a question for FTA rules. Read corporate tax for free zone e-commerce before assuming 0%.
What do Amazon.ae and noon require?
Both accept a license from either side. Amazon.ae says you need a valid commercial license whether you operate from the mainland or a free zone. noon requires a valid trade license that includes Sales, Trading, Manufacturing or Distribution/Wholesale, with at least 30 days of validity left. The activity on the license matters more than where it was issued. If it only says consultancy or media, the document check can fail.

What goes wrong when sellers pick the wrong side?
- Free zone license, but a UAE-wide delivery plan. The seller lists on a marketplace, then finds the zone's rules allow mainland trade only through a distributor, branch or mainland license. Fix: get the zone's written position on marketplace sales to UAE customers before you pay.
- Mainland license with the wrong activity. A license for consultancy or media will not pass a marketplace check that wants a selling activity. Fix: confirm the activity code that will print on the license.
- Comparing headline prices. A mainland quote with a lease and a free zone quote with a flexi-desk are not like for like. Fix: list license, desk, visas, approvals and renewal for each route, and compare the year-one and year-two totals.
- Assuming tax disappears. VAT depends on turnover and the goods' location, and corporate tax needs registration either way. Fix: read the VAT and corporate tax pages and confirm with a registered tax agent.
- Regulated products. Neither license approves your products. Cosmetics, food and supplements need their own approvals, whichever side you choose.
Which should you choose? A decision guide
- You live in Dubai, sell alone from home, mostly via Instagram or marketplaces. The mainland eTrader is the lowest published price. See home business license in Dubai.
- You sell mainly to UAE consumers and keep stock in the UAE. Start with a mainland license, or a free zone license plus a mainland route you have confirmed in writing.
- You need partners, several visas, or a company shell with no office. A free zone fits better. Compare Meydan, RAKEZ and SHAMS.
- You sell mainly outside the UAE. A free zone is the natural fit, since free zones trade freely internationally.
