Which products need approval first?
Dubai tells online traders to refrain from selling goods that need special approval until they have it. Dubai Municipality (DM) regulates cosmetics, fragrances, detergents, biocides, health supplements, food contact materials and toys, and fines AED 1,000 per unregistered product imported. Start with Montaji registration, TDRA type approval and Amazon.ae restricted products.
How do imports and customs work?
You need an importer code to import goods. The standard Dubai duty is 5% of CIF value, and Dubai Customs Notice 16/2026 exempts cross-border e-commerce goods up to AED 1,000 from duty from 3 August 2026; companies that want the exemption must bring their operations into line with the notice, and Dubai Customs registers and enrols them on its platform. noon accepts a valid trade license with Sales, Trading, Manufacturing or Distribution/Wholesale activity. Amazon.ae has its own seller account requirements and approval-requiring categories.
