To import goods into Dubai you register your company with Dubai Customs and receive a customs business code, the number people usually call an importer code. Dubai Customs publishes a fee of AED 100 for a new registration and AED 25 for renewal, both with a AED 20 Knowledge and Innovation fee added on any service costing AED 50 or more, and a completion time of one working day. What is a Dubai Customs importer code?

Dubai Customs calls it a Customs Business Code. A license holder must register with Dubai Customs to obtain it, and then uses it to submit the right declaration type when importing goods from the rest of the world, GCC countries, Dubai-based free zones or customs warehouses. Without it you cannot file a customs declaration in your own name.

Two points sellers often miss:

  • The code belongs to the company, not to you personally. The service guide mentions individuals only for goods imported as personal effects.

Do you need an importer code to sell on Amazon.ae or noon?

Only if your company is the importer of record. If you buy stock from a UAE distributor who has already cleared it, you do not need a code to resell it. If you order from a supplier abroad and the shipment is addressed to your company, someone must declare it to customs, and that declaration needs a code, either yours or your broker's authorised filing.

In practice, a marketplace seller needs a code in three cases: you import your own stock, you move stock from a free zone warehouse to the mainland, or you want to claim duty back on goods you re-export. What documents do you need to register?

Dubai Customs lists three documents for a new business registration:

  1. A copy of your trade license.
  2. A passport copy of the authorised person.
  3. An Emirates ID copy of the authorised person.

A free zone guide from Meydan Free Zone lists a similar set and adds a UAE mobile number, an active email address and, in its summary, company incorporation documents and proof of a bank account. That is a free zone's own checklist. The Dubai Customs list is the one the registration service uses, so prepare all of them and keep the Dubai Customs three as the minimum.

Check this first. The authorised person is the one named to act for the company with customs. Make sure the passport and Emirates ID you upload belong to a person your trade license shows as a manager or signatory.

How do you register, step by step?

Dubai Customs publishes three delivery steps and the channels are the website and mobile web:

  1. Submit the application through the available channels.
  2. Pay the service fee.
  3. Receive an email with the company registration and the customs code.

The service is listed as available around the clock. Dubai Customs does not publish a separate route for free zone companies in the service guide. Some free zone operators say they help their companies register, so if you hold a free zone license, ask your zone whether it files for you or whether you apply directly.

The AED 20 fee applies to any service of AED 50 or more, so by the guide's wording the AED 100 registration attracts it and the AED 25 renewal does not. Read the fee line on the payment screen to see the exact total.

The Meydan guide quotes registration fees of "approx. AED 120". That is AED 100 plus AED 20, which is consistent. If a consultancy quotes you AED 500 or more for the code, ask what else is in the package: the government fee is the figure above.

Renewal, amendments and what happens if your license lapses

Renewal is a separate service. Dubai Customs lists AED 25, one working day and a trade license copy as the only document. The service guide also lists an amendment service for changes to your registered details.

Dubai Customs does not publish how long the code stays valid or what happens to it when your trade license expires; the renewal service asks only for a trade license copy. Some consultancies say renewal is yearly, but no Dubai Customs page we opened states that, so confirm the expiry date on your registration email or in your customs account. Renew your trade license first, then the code.

Which declarations does the code allow?

A code lets you submit a customs declaration. Dubai Customs lists five regimes: import, export, transit, transfer and temporary admission, and declarations are processed in about two working hours. Import declarations to the mainland cost AED 70 for dutiable goods and AED 80 for non-dutiable goods per declaration, whether the goods come from the rest of the world, a free zone or a customs warehouse.

Duty on foreign goods from outside the GCC is 5% under the common tariff. Your declaration lists the goods, the HS code and the value. A wrong HS code that does not cause a loss of duty carries a published AED 500 fine, and a wrong declaration is also AED 500. What is not published?

  • Dubai Customs does not publish a validity period for the code in the service guide we read. Ask for the expiry in writing.
  • Registration rules for other emirates are set by their own customs authorities. Dubai Customs applies to Dubai ports and Dubai-based entities. If you clear at Abu Dhabi or Sharjah, check that authority.
  • Dubai Customs does not publish broker fees. Get a written quote.
