Dropshipping is legal in the UAE when you run it as a licensed online business. We found no UAE federal or Dubai page that bans dropshipping, and none that mentions it by name. The Dubai government's e-commerce page, for instance, says nothing about it. What it does say applies to you: Dubai mainland online sellers apply through the Department of Economy and Tourism (DET), and every eTrader license needs approval or a no-objection certificate from TDRA. Does UAE law allow dropshipping?
There is no dropshipping statute, so you are judged under the rules for anyone selling through websites, platforms, social media or apps. Federal Decree-Law No. 14 of 2023 on commerce through modern means of technology covers business-to-business and business-to-consumer sales, and the Ministry of Economy says it applies in free zones for non-financial activity. In practice that gives you five duties:
- Hold a license for the activity (see below).
- Sell only goods that are legally approved for trade in the UAE.
- Give consumers the protection UAE consumer law requires, including an Arabic invoice.
- Pay the right customs, VAT and tax on the goods and your profit.
- Meet each marketplace's own rules.
Check this first. Nobody publishes a dropshipping-specific license or approval. Be wary of any adviser who quotes you a "dropshipping license" price as if it were a government product. The licensing options are explained in dropshipping license UAE.
Which license does a dropshipper need?
The same one as any online seller. Dubai says that if you run an online business on the mainland, you apply through DET. The eTrader license is a home-based license for people selling through social media and online platforms. It is issued only as a sole proprietorship, and the owner carries full legal liability. Dubai's published eTrader fee is AED 1,070 plus AED 300 for Dubai Chamber membership.
Free zones are the other route. Dubai says free zone companies have no compulsory physical office requirement, so a flexi-desk or virtual setup can work. Selling on a marketplace adds its own license test. noon accepts a valid trade license that includes Sales, Trading, Manufacturing or Distribution/Wholesale activities, and the individual seller category is available in Egypt only. A UAE-based dropshipper with no license cannot register as a noon individual.
Which products can you not dropship?
Anything that needs approval before sale. Dubai tells digital traders to refrain from selling goods or services that need special approval from the competent authority until they have it. Amazon.ae calls some categories "Approval Requiring Categories" and says you can request approval through Seller Central. Amazon.ae also publishes a prohibited products list.
Dubai Municipality (DM) regulates consumer product categories including cosmetics and personal care, fragrances, detergents, biocides, health supplements, food contact materials and toys. Its rules say a registered product is needed before import. Its fines include AED 1,000 per unregistered, spoiled or expired product imported. Who pays customs when the supplier ships to your customer?
Someone must clear the parcel. The standard Dubai duty rate is 5% of CIF value, with alcohol at 50% and tobacco at 100%. Import VAT is calculated on the value of the goods including any customs duty.
Dubai Customs Notice 16/2026, titled Customs Procedures for Cross-Border E-Commerce, took effect on 3 August 2026. It exempts goods valued up to AED 1,000 from customs duties, excludes tobacco, e-smoking products, nicotine liquids, alcohol and alcohol-containing food preparations, and exempts B2C returned goods if duty was already paid and they come back within 60 days of leaving. It also says companies wishing to benefit must bring their operations into line with the notice, and that Dubai Customs registers companies and enrols them on its platform.
So the exemption is not automatic for a small dropshipper. We have not found a Dubai Customs page that says a parcel from an overseas supplier addressed to your customer qualifies if you are not enrolled. Ask Dubai Customs in writing before you rely on it. Do you need to register for VAT as a dropshipper?
If your taxable supplies pass AED 375,000 in 12 months, or you expect them to in the next 30 days, registration is mandatory. Voluntary registration starts at AED 187,500. The FTA fines AED 2,500 for each failure to issue a tax invoice. Your sale price to the customer is your supply, even if the goods never touch your premises. What do Amazon.ae and noon require?
This is where most dropshippers meet a hard stop. Amazon.ae's own drop shipping policy page would not open for us, so we cannot quote it. Amazon's published drop shipping policy in other stores, summarised by sellers and Amazon staff in Seller Central forums, says you must be the seller of record named on packing slips, invoices and packaging, and that you stay responsible for returns. Treat that as a lead, not a rule. Read the Drop Shipping policy in your own Seller Central before you ship a single order.
noon's policy is firmer on authenticity. Its counterfeit penalty is a minimum of AED/SAR 200,000 plus delisting, revocation of the account, legal action and liquidation of inventory. noon asks for authenticity documents such as supplier invoices and brand registration within three calendar days of a penalty notice. A dropshipper who cannot show invoices from an authorised supplier is exposed. The logic is the same as in noon's anti-counterfeit policy.
What commonly goes wrong?
- No license, selling from a personal Instagram. You can be asked to stop and may be refused marketplace onboarding. See Instagram business license UAE.
- Supplier ships a regulated product. The importer, not your supplier, carries DM and customs fines.
- Supplier's invoice or packing slip in the box. It breaks marketplace seller-of-record rules and gives customers your supplier.
- Slow delivery. Long lead times lead to cancellations and refund requests. UAE guidance says e-commerce businesses must give consumers information in Arabic about the product or service, including specifications, contract terms, payment and warranty.
- No VAT record. Late VAT paperwork is fined, and you cannot fix a missing tax invoice later.
FAQ
Is dropshipping legal in Dubai? Yes, as a licensed online business. Dubai's e-commerce page does not mention dropshipping, and says online sellers on the mainland apply through DET, with TDRA approval for every eTrader license. There is no separate dropshipping permit, so follow the normal online-seller rules.
Can I dropship in the UAE without a license? Not lawfully. Dubai's page says online sellers apply through DET, and the eTrader license exists for home-based sellers on social media and platforms. Marketplaces also ask for a license; noon accepts individual sellers in Egypt only.
Do I pay customs duty when my supplier ships to my customer? The standard rate is 5% of CIF value. Goods up to AED 1,000 may be exempt under Customs Notice 16/2026 from 3 August 2026, which tells companies wishing to benefit to bring their operations into line with it. Confirm with Dubai Customs whether your flow qualifies.
Is dropshipping allowed on Amazon.ae? Amazon's drop shipping rules, which we could not open for Amazon.ae, are reported to require you to be the seller of record on packing slips and invoices. Check the policy in your Seller Central account. Do not use a supplier who ships with their own branding.
Can I dropship perfume or supplements? Only after the product is registered with Dubai Municipality, since fragrances and health supplements are regulated categories and unregistered imports are fined AED 1,000 per product. Most dropshippers avoid these categories.
Do I need VAT registration? Yes once taxable supplies pass AED 375,000 in 12 months, or are expected to in the next 30 days. Below that, registration is optional from AED 187,500. Confirm with the FTA.
