Do you need a license to dropship in the UAE?
Yes, if you are doing it as a business from the UAE. Dropshipping is a fulfilment model, not a legal category: you take the order, a supplier ships to your customer, and you keep the margin. The UAE regulator treats the activity that matters, which is selling goods online to customers. The UAE portal says online sellers must hold the required licenses and approvals, sell only goods and services allowed in the UAE and issue digital invoices. Federal Decree-Law No. 14 of 2023 on modern technology-based trade also requires a digital trader to make its license details, address and contact numbers public, and it reaches free zone sellers when goods are sold outside the zone or the zone has no rules of its own on this trade.
We could not find a government page that says dropshipping needs its own license type or is banned. Consultancy pages say both things. When a page states a rule without naming the authority, treat it as a sales claim.
Which license type fits a dropshipping business?

Meydan says an e-commerce license includes digital retail, e-trading and online service activities, and it names a dropshipping brand as a business it sets up. Whether a zone's activity code literally says "dropshipping" varies, so ask which code will print on your license.

Some consultancy sites quote "up to AED 15,000" or "AED 12,000 to AED 18,000" for a dropshipping setup. No authority publishes those figures, and the consultancies do not say what is included, so we do not use them. How do you get licensed as a dropshipper, step by step?
- Decide where you will live and sell. A resident can consider the mainland or a free zone. Someone living abroad has fewer routes, so ask each zone directly.
- List the products you will sell and check whether any needs a special approval before you choose the activity.
- Ask two or three zones or economic departments for an itemised quote in writing, including the activity code that will print on the license and the year-two fee.
- Apply through the authority's portal. Free zone portals are usually online, and Meydan describes a regular license as issued in one to three working days.
- Open your bank account and payment gateway with the license, then register your marketplace seller accounts.
- Put your license details on your website or app, as the law requires, and watch the VAT threshold from your first month.
What else does a dropshipper need besides the license?
- VAT. Registration is mandatory when your taxable supplies and imports pass AED 375,000 over 12 months, or are expected to within 30 days, and voluntary above AED 187,500. Read UAE VAT registration for sellers.
- Product approvals. The UAE portal says online sellers must obtain approvals for any regulated or restricted products. Cosmetics, food and electronics are the usual cases. A supplier abroad does not remove your duty as the seller.
- Customs and delivery. If your supplier ships from overseas, you or the courier handle customs on each parcel. We did not research duty rules for this page.
- Invoices and disclosures. The UAE portal says you must give customers a clear digital invoice for every transaction, and the law requires published license details.
- Bank and payments. Gateways and banks ask for the license, so the activity should be clear.
Can you dropship on Amazon.ae or noon with a UAE license?
Both marketplaces ask for a valid UAE trade license for company sellers. We did not review their current dropshipping policies for this page, and those policies can limit sourcing from third-party retailers and require you to be the seller of record. What are the risks of dropshipping without a license?
The law expects a license for online trade. Administrative penalties for breaches of Decree-Law 14 of 2023 are set by a separate Cabinet resolution, and we did not review the amounts, so we do not quote any. Beyond fines, payment gateways, banks and marketplaces ask for a license, so an unlicensed store tends to hit practical limits early.
