A noon seller account is opened on noon's Seller Lab in three steps: create an Organisation ID, create a store for the UAE, Saudi Arabia or Egypt, and submit a Legal Entity with your trade licence, tax details, signatory ID and bank proof for approval. The documents you need depend on whether noon treats you as a Local, International or Individual seller, and Indian businesses have a fourth route, the noon Global Store. Who can open a noon seller account?
noon's documents page splits applicants into three groups. A Local Seller has a company registered in the country it wants to sell in. An International Seller has a company registered anywhere else. An Individual Seller exists only in Egypt, using a Data Certificate; noon states that individual registration in KSA using Freelance Certificates "is currently suspended" because those certificates cover services, not e-commerce trading.
Whichever group you are in, the licence must "authorize trading, selling, or manufacturing activities"; noon says "licenses limited to service provision are not accepted". Two more rules trip people up:
- "Each set of documents must be unique to a single account." The same trade licence, ID or bank account cannot be used for two noon accounts.
- "The required personal ID must be of the person mentioned on the trade license." If the ID belongs to someone else, noon needs a power of attorney authorising that person to act for the licence holder.
Indian businesses without a Gulf entity use the noon Global Store, which noon describes as "a streamlined opportunity for Indian sellers to expand their business into the United Arab Emirates (UAE) and the Kingdom of Saudi Arabia (KSA)". Cross-border selling is "restricted only to UAE and KSA as of now", so Egypt is not available to Indian sellers. What documents does noon ask for?
The table below is built from noon's documents page and its UAE seller terms. Bank details are "optional and not required for registration", but you cannot be paid without them, and noon will not accept a personal account: "Bank name should match with legal registered Name".

noon's seller terms also list "valid credit card information relating to credits cards accepted by us" among the onboarding documents, so keep a company card ready for the registration flow.
Documents for the India cross-border programme
For the noon Global Store, noon's guide for Indian sellers lists what is needed to create the Seller Lab account: GST certificate (or a non-resident VAT certificate), bank account details, warehouse allocation, a passport copy "of the same person on the GST certificate", and a trade licence or business proof. For order processing noon then needs the GST certificate, a Letter of Undertaking (LUT), an Authorised Dealer code, the Importer Exporter Code (IEC) and PAN. Global Store sellers drop-ship each order to noon's consolidation centre in India, and noon handles export, freight and customs into its Gulf warehouses.
How does VAT work for noon sellers?
VAT is charged at 5% in the UAE and 15% in KSA, and noon adds it to every fee it charges you; see our VAT in UAE and KSA glossary entry for the basics. For registration the rules are:
- UAE local seller: you can sell without VAT registration by selecting "Non-VAT Registered" in the tax details section. noon's VAT FAQ confirms sellers below the turnover threshold can sell.
- KSA seller: noon says that "to reduce compliance risks and potential complaints to the Zakat, Tax and Customs Authority (ZATCA), all sellers operating in KSA must provide a valid VAT" certificate.
- International seller: noon's ineligibility article says you must update the legal entity "with the VAT certificate issued by the local governing authority of the country where you wish to sell". In the UAE this is a non-resident VAT registration.
- noon Global Store from India: "please select non-VAT registered while creating the Legal Entity". noon collects and remits customer VAT; you enter your GSTIN.
How long does noon approval take?
noon does not publish a service-level for approval. The flow is: create the Organisation ID with email and phone OTP (any country's phone number works), create the store, upload the trade licence PDF (the system captures some fields, you fill the rest), enter tax details, add the business representative, add a payout method, sign the terms. The legal entity then "will undergo an approval flow".
Third-party onboarding consultants in the UAE report legal-entity approval in 24 to 48 working hours when documents are clean, and 5 to 7 working days end to end including bank verification. Cross-border applications from India often take longer because the documents are checked manually. Plan on one to two weeks.
Why do noon applications get rejected?
noon's own "Why am I ineligible to sell on noon?" article gives two main reasons: "Your Commercial Registration (CR) activities are not supported" and "Your VAT certificate is not updated (for international sellers)". If the CR does not include "Sales, Trading, Manufacturing, or Distribution/Wholesale", you either amend the activities on the existing licence or add a new legal entity in Store Settings and switch the store to it.
Beyond those two, the recurring causes we see and that consultants report:
- Name mismatch between the licence, bank proof and VAT certificate, including "LLC" on one document and not the other.
- Licence expiring within noon's 15-day minimum validity window.
- ID uploaded for a person who is not on the licence, with no power of attorney.
- Personal bank account instead of a company account.
- Documents already used on another noon account.
- Store name that breaks noon's code of conduct: it cannot be a registered brand name, a website or email address, or anything offensive.
- Blurry or cropped scans.
Fix the document and resubmit the legal entity rather than creating a new Organisation ID.
What does noon measure once you are live?
Clause 3.4 of noon's UAE seller terms is the closest thing to a published account health policy. noon "shall monitor your performance on the key metrics including (a) returns; (b) cancellation; (c) negative feedback of products from end customers; (d) order processing speed; (e) Defective Products or illegal/ non-compliant products; and (f) sales performance." It continues: "In case of any unsatisfactory performance on above metrics, we may issue warnings to you and have the right to suspend or block the Seller Account without notice and without liability." noon also reserves the right to charge "additional fees and/or penalty (including circumstantial fees)".
No threshold, percentage or scoring band is published for any of these. What noon does publish is the operational rules behind them:

A worked example of the return fee: a fashion item sold at 120 AED carries a 27% referral fee, so 32.40 AED. If the customer returns it because the size chart was wrong, the return administration fee is the lesser of 15 AED and 20% of 32.40 AED (6.48 AED), so 6.48 AED, plus 5% VAT. The fee is small per unit; the damage is the return itself, which noon counts under metric (a).
If you use Fulfilled by noon, dispatch and delivery are noon's problem and your exposure narrows to stock accuracy and product quality. If you ship yourself, set a processing time you can hit; a four-day promise you meet is safer than a same-day promise you miss.
What gets a noon seller account suspended?
Read together, noon's terms give three groups of suspension reasons:
- Onboarding problems (clause 2.4): documents that are "untrue, incomplete, inaccurate and/or invalid", failing eligibility, or "conducting your business in contravention of the activities listed on your trade license". noon can defer or suspend activation on "reasonable suspicion" alone.
- Performance (clause 3.4): the six metrics above, after warnings or without notice.
- Breach: noon can suspend or terminate immediately for deceptive, fraudulent or illegal activity, for harm to other sellers or customers, or for a material breach that is not cured within seven days.
Listing-level actions are separate. noon can "delay or suspend listing of, or to refuse to list, or to de-list" any product at its discretion, which in practice covers counterfeit flags, missing Arabic content, unapproved brands and picture rejections.
A first-90-days checklist for a new noon store
- Week 1: confirm the legal entity is approved and the payout method is linked. Set processing time per SKU to what your warehouse can do on its worst day.
- Week 1: upload content in English and Arabic; noon rejects SKUs without both.
- Weeks 2 to 4: watch the cancellation and late-dispatch counts in Seller Lab daily. One stock-out on a fast SKU is enough to start warnings.
- Monthly: reconcile every deduction against the fee annexes. Circumstantial fees (RETP, return administration, warranty) are where unexplained charges appear.
- Quarterly: check trade licence, VAT certificate and ID expiry dates. An expired document in the legal entity stops payouts.
FAQ
Can I sell on noon UAE without VAT registration? Yes, if you are a UAE-registered business below the VAT threshold. Select "Non-VAT Registered" in tax details. International sellers need a non-resident VAT certificate, and all KSA sellers need a VAT certificate.
Can an Indian company sell on noon without a UAE trade licence? Yes, through the noon Global Store. You register with your Indian GST, IEC, LUT, AD code, PAN and passport, and noon moves stock from its Indian consolidation centre to the UAE or KSA. Egypt is not covered.
How long does noon take to approve a seller account? noon publishes no timeline. Consultants report 24 to 48 working hours for legal-entity approval with clean documents and about a week end to end; cross-border applications from India can take longer.
What is a good cancellation rate on noon? noon does not publish one. Its terms say cancellations are monitored and charged, and its direct-delivery guidelines say high rejection rates can lead to penalties or suspension. Aim for zero seller-caused cancellations and keep stock in Seller Lab accurate.
Does noon charge for late dispatch? No fixed late-dispatch fee is listed in the fee annexes we read. Late dispatch is monitored as "order processing speed" and handled through warnings, circumstantial fees and, in the end, suspension.
Can I open a second noon account for a second brand? Not with the same documents. Each licence, ID and bank account is tied to one account. A second legal entity can be added under the same organisation instead.
