"Can individuals sell on Amazon.ae?" is the most asked question in the whole Gulf seller corpus we researched, and almost every answer to it online is confidently wrong in the same way. The confusion is that the word individual is doing two completely different jobs on Amazon's own pages. In one place it is the name of a selling plan. In another it is a signup answer that means "I have no trading licence". Those are not the same question, and they have different answers.

This page separates them, using only what Amazon.ae and noon publish themselves, as of September 2026. It is written for two readers: someone living in the UAE who wants to sell without setting up a company, and an Indian brand deciding whether a UAE licence is a prerequisite for entering the Gulf at all. Where the answer differs by reader, we say which one we mean.
What we could not verify. Every UAE licensing authority site we tried was unreachable or blocked: u.ae returned an empty body, dubaidet.gov.ae and invest.dubai.ae returned 403, and det.gov.ae and etrader.dubaided.gov.ae returned no response at all. So this page does not tell you what UAE law requires of a private person selling online. It tells you what Amazon.ae and noon ask for at registration, which is a narrower and verifiable question. For the legal position on licence types, take advice from a licensed UAE corporate service provider or the issuing authority directly.
Can an individual sell on Amazon.ae without a company?
Start with what Amazon itself asks. The Amazon.ae beginners guide lists, under identity verification, a "national ID e.g. Emirates ID" and then a "trade licence if you are owner and a power of attorney only if you are a legal representative", with a link through to what it calls UAE commercial licence requirements and resources. Its pricing page adds that when you set up a seller account you provide a credit card number and a bank account, and that proceeds are deposited into that bank account after fees.
Separately, the registration forms on Amazon.ae's UAE partner pages ask "Are you…?" and offer these options: Individual (no trading/business licence), Brand Owner, Reseller, Wholesaler, Services. That option exists on all five partner forms we read. What it means in practice is that Amazon accepts an enquiry from someone with no licence — those forms are lead-capture forms that route you to a licensing partner. It is not a statement that you can complete a seller registration and start selling with no licence, and Amazon does not say anywhere on the pages we read that you can.
So the honest answer for the UAE-resident reader is: Amazon.ae's published onboarding path runs through a trade licence, and Amazon has built five partner routes specifically to get you one. If you see a video or a blog promising a no-licence Amazon.ae account, check whether it is actually describing a free-zone licence bought cheaply, which is a different claim.
What is the difference between an Individual and a Professional account?
This is the other meaning of the word, and it is a pricing plan, not a legal status. Amazon.ae publishes both plans on its pricing page.

Two things follow. First, because the Professional plan carries no monthly subscription fee at the moment, the usual reason to pick the Individual plan — avoiding a monthly charge — is not currently a reason at all on Amazon.ae. Second, Amazon.ae's pricing page does not publish a per-item fee for the Individual plan the way Amazon does in some other marketplaces. We are not going to invent one. If you need to know whether a per-item charge applies, ask Amazon.ae seller support in writing before you list.
Amazon also notes on both pages that you can change plans at any time, and that selling fees apply either way. Those selling fees are the real cost: referral fees that Amazon.ae describes as "mostly between 4.5% and 15%", starting from 5% or a minimum of 1 AED and varying by category, plus a fulfilment charge — Fulfilment by Amazon from 7.5 AED per unit by size, or Easy Ship from 14 AED per shipment, with sellers able to collect up to 10 AED per shipment from the customer. All fees are quoted excluding VAT, and Amazon adds VAT on top.
What does the free-zone partner route look like?
Amazon.ae maintains five partner pages, each a joint programme with a UAE licensing body. This is the route Amazon actually points unlicensed sellers towards. Here is what each page publishes, as of September 2026.

Across the site Amazon.ae also runs a banner offering "over AED 175,000 in potential incentives when you start selling with Amazon". Treat that as a headline value for a bundle of credits and waivers, not as cash. Read the terms attached to whichever programme you join.
Amazon does not issue licences. These are referral partnerships, and only the RAKEZ page states a number. Anyone quoting you a price for a "Meydan Amazon licence" is quoting their own package, not Amazon's. Get the total of licence, establishment card, visa if you need one, renewal, and bank-account opening in writing before comparing.
What should an Indian seller do instead?
This is the section for reader two, and the answer is usually: do not buy a UAE licence to test the market. Buy it once you know the market works. The cross-border route exists precisely so you can find out first, and on noon it is documented in detail.
noon's help centre states that Indian sellers enter through its Global Selling programme, and that under cross-border selling you drop-ship to noon's consolidation centre in India. When you create the legal entity you select non-VAT registered and submit your GSTIN. noon says plainly: "VAT registration is not mandatory for noon Global Stores in either the UAE or KSA." Indian sellers list on the FBP module, must supply an 8-digit HS code per product and a country of origin, upload prices in USD through the Global Price Importer with the country code AE or SA, and are paid in USD into the bank account linked to the noon India seller account. Eligibility limits apply — nothing fragile or dangerous, and volumetric or actual weight not above 2 kg.
The documents noon asks an Indian cross-border seller for are the ordinary export set: GST certificate, Letter of Undertaking, Authorised Dealership code, Importer Exporter Code, and PAN, plus a passport copy matching the GST certificate. For Amazon specifically, the Indian route is Amazon Global Selling rather than a local Amazon.ae registration. We could not verify Amazon.ae's accepted-country list from the pages we read, so do not take a blog's word for it, including ours — confirm your country's eligibility inside Seller Central registration before you commit. Take an Indian home-decor brand with 40 SKUs deciding how to enter the UAE. Rupee conversions below use an illustrative ₹23.50 per AED and ₹22.50 per SAR; both rates move daily, so treat them as arithmetic, not quotes.

On these numbers the licence costs about what 59 units of that item pay out net. That is a reasonable bet once a category is proven and a nonsensical one before it is. Also note the asymmetry in the last row: noon states that for returns on the cross-border lane, "import VAT, customs and shipping charges will be a non-recoverable cost", so a high return rate hurts the cross-border seller more than the local one. VAT registration is not mandatory for a noon Global Store in the UAE or KSA.
Does a UAE licence get me out of VAT? No, it is the other way round. A UAE licence plus turnover above AED 375,000 of taxable supplies brings a mandatory VAT registration with it, which also lets you recover input VAT on marketplace fees. A non-VAT seller pays VAT on fees and cannot recover it.
Can Amazon.ae's Professional plan be downgraded later? Amazon states on both the pricing page and the beginners guide that you can change plans at any time, and that additional selling fees apply on either plan.
