An Indian exporter looking at the Gulf has two marketplaces that matter: noon, the home-grown platform in the UAE, Saudi Arabia and Egypt, and Amazon.ae, with its sister site Amazon.sa. Both publish their fee tables, which is a relief after Flipkart and Myntra, and both let an Indian business sell without a Gulf company under a cross-border programme. The differences are in referral rates by category, how the two treat a non-resident seller for VAT, the fulfilment routes each opens to you, and which shopper each puts you in front of. As of September 2026 this guide compares them line by line, in AED, using noon's fee annexes as set out in our noon seller fees guide and Amazon's UAE pricing page, checked on 25 September 2026. Which charges less commission?

It depends on category, and the gaps are large. Amazon.ae's published range is 5% to 16%; noon's runs from 4% on SIM cards to 27% on apparel and footwear, with 14% as the default for everything unlisted. Put the categories Indian exporters sell most side by side:

Two structural points. First, noon's fashion rate at 27% is the single biggest fee difference an Indian seller will meet in the Gulf, and it is the category Indian exporters most want to sell. A 150 SAR apparel item on noon KSA loses 37.9% to fees before shipping in our fee guide's worked example; the same item at Amazon's 15% loses roughly half that. Second, the fulfilment tables are nearly identical: noon's FBN outbound fees after its 10 September 2026 revision match Amazon.ae's August 2025 FBA table almost line for line (5.5 / 7.5 AED for a small envelope, 8.5 / 10.5 for a standard parcel up to 1 kg, 39.5 / 41.5 for oversize to 30 kg). Storage is the one place noon is cheaper, 1.5 AED against 2 AED per cubic foot, and that gap narrows to 0.25 AED from 1 October 2026.

Both platforms quote every fee exclusive of VAT and add it on the invoice: 5% in the UAE, 15% in KSA. For a non-resident Indian seller on noon's Global Store that VAT is generally not recoverable, so treat it as a real cost. Our VAT in the UAE and KSA entry explains the mechanics.

Worked example: a 120 AED home item on both platforms

Assumptions: kitchen and dining category, standard parcel between 0.5 and 1 kg, item price above 25 AED, one month of storage at 0.15 cubic feet, non-resident seller who cannot recover VAT, sold in the UAE after 10 September 2026. Amazon's home referral rate is taken at 15%, the top of its published band, for a like-for-like view; check your sub-category.

Level, to within seven fils. Swap the product for a 120 AED garment and noon's line becomes 32.40 AED of referral fee against Amazon's 18.00, a 14.40 AED gap on every sale. Swap it for a 120 AED headphone and Amazon's 7% (8.40 AED) beats noon's 15% (18.00 AED). The category decides; the fulfilment does not. How do the routes for an Indian seller differ?

noon's Global Store lets an Indian business register without a UAE or KSA trade licence, as a non-VAT seller paid in USD, with stock held in noon's free-zone warehouse and charged on the FBN card; Directship from your own warehouse is not open to Global Store sellers, and English content is mandatory on every listing. Amazon's route is Amazon Global Selling, registered with an Indian ID, business address proof and an internationally enabled card. You choose between Merchant Fulfilled Network, where you ship each order from India, and FBA, with Amazon Global Selling SEND as the cross-border carrier into the UAE fulfilment centres. Amazon's global selling page does not state a VAT registration requirement for the UAE; noon's guide is explicit that a UAE trade-licence seller needs a VAT certificate and a KSA one needs a VAT number. Before you pick, get a written answer from each platform on VAT registration for your structure, because the cost of getting it wrong is a locked payout, not a fee.

Which has the shopper you want?

Neither platform publishes seller-facing audience numbers for the Gulf, so this is qualitative. noon is the local platform, strong in Saudi Arabia through noon KSA and in fashion through Namshi, with Arabic-first shoppers and heavy sale-event traffic (Yellow Friday, White Friday). Amazon.ae inherits Souq's UAE base and Amazon's Prime-style expatriate and English-first shoppers, and an Indian brand already on Amazon.in can move its catalogue, reviews strategy and ad know-how across with less relearning.
