A private label perfume in the UAE is a fragrance made by someone else and sold under your brand, and under Dubai Municipality (DM) rules you become the responsible party for it. DM's cosmetics guideline defines the responsible person as anyone who places a product on the market under their own name or trade mark, including importers, retailers and manufacturers who control it. Before you can sell in Dubai, the perfume must be registered in Montaji, DM's product system, as of the guideline issued 15 September 2025. The route, costs and gaps are below.

Who is legally responsible for a private label perfume?
You are, as the brand owner. DM's cosmetics guideline says people who import or manufacture a product, "or have products imported or manufactured on their behalf", are responsible for applying to register it. The applicant is responsible for the product, its safety, performance and the information supplied in support of the application.
The contract manufacturer does not take that off you. Your supply agreement should still say who holds the formula, who tests each batch, who recalls stock, and who pays if a registration is rejected. We cannot give a contract template, and none is published by DM.
Check this first. DM's cosmetics guideline is the document we could open in full. DM's separate technical guideline for fragrance products (GU117) is the one that sets fragrance labels and ingredient limits, and we could not read its text. Download it from DM and give it to your manufacturer before you design packaging.
Which manufacturer route should you choose?

DM does not publish a list of approved manufacturers, minimum order quantities or prices. Ask for them in writing from each supplier, and ask for the lab report and the manufacturer's composition report at the same time.
What does the applicant need in Dubai?
DM says the applicant for a product registration must be a company incorporated in Dubai or have a warehouse in Dubai, and hold a Dubai trade license indicating activities related to cosmetics. For fragrances sold online, DM's e-commerce guideline adds that you need a license with a consumer-products activity, an importer code from the Dubai Trade portal, a designated warehouse in Dubai (Free Zone) and your own e-commerce platform. How do you register a private label perfume with Dubai Municipality?
- Register your company in Montaji using your trade license.
- Prepare the dossier. For fragrances DM asks for product artwork or an all-side image, plus one of: a conformity certificate, a manufacturer's composition and concentration report, or a laboratory test report from a DM-approved lab.
- Add a GMP certificate if the product is made locally, from a certified body and valid at submission.
- Submit each product and variant. The fee is AED 10 per product and variant, and it is non-refundable once paid.
- Keep the certificate. A cosmetic registration is valid for 5 years, with renewal reviewed.
For a line of 6 scents in 2 sizes, that is 12 lines, or AED 120 in DM processing fees on those figures. What must the label say?
DM's cosmetics guideline requires the label components to be declared in clear English and/or Arabic. They include the brand name, product name, manufacturer or UAE agent details, country of origin, ingredients, pack size, production and expiry dates in non-removable print, a batch number and a unique barcode. How do you protect the brand name?
Register your trade mark before you spend on packaging, and then enrol it with Amazon.ae. Amazon.ae's Brand Registry is the programme for brand owners; see our Brand Registry guide and UAE trademark registration cost. Do not name a scent after a designer fragrance or use a look-alike bottle: noon's counterfeit penalty starts at AED/SAR 200,000, and brand owners can act through noon's anti-counterfeit policy.
What do selling and shipping cost?
Amazon.ae lists the Perfumes referral fee at 15%, or 13% for FBA, with a minimum of AED 1. On an AED 200 bottle that is AED 30 on the standard line or AED 26 on FBA, before fulfilment, VAT and advertising. Imports from outside the UAE face the standard Dubai duty of 5% of CIF value. A federal MoIAT conformity certificate may apply to regulated products at the port; DM and MoIAT describe separate processes, so ask both which applies.
What can go wrong?
- Registered the wrong party. The applicant must be a Dubai company or have a Dubai warehouse.
- One registration for many sizes. DM charges per product and variant.
- Unregistered stock arriving. The DM fine is AED 1,000 per unregistered, spoiled or expired product imported.
- Short shelf life on arrival. DM's e-commerce guideline says imported stock needs at least 50% of its shelf life left and not less than six months.
- Label printed before the guideline was read. Reprints cost more than a delay.

Can I launch a private label perfume in Dubai? Yes, if you register each product with Dubai Municipality and meet its applicant and label rules. DM's cosmetics guideline makes anyone placing a product under their own name or trade mark responsible for it. Plan for registration before the first sale.
How much does it cost to register a perfume in Dubai? DM's e-commerce guideline lists AED 10 per product and variant, non-refundable, and AED 50 per container release. Lab reports, artwork, translation and manufacturer fees are separate, and DM does not publish them.
Do I need a UAE manufacturer? No. You can import from an overseas manufacturer, but then you are the importer with a Dubai license requirement, an importer code and DM registration before import. A local manufacturer may be asked for a GMP certificate. Both routes need written quotes.
How long is a perfume registration valid? DM's cosmetics guideline says a cosmetic registration is valid for 5 years, with renewal reviewed. We could not confirm the fragrance-specific validity period because the fragrance guideline would not open; check it with DM.
Can I sell private label perfume on Amazon.ae and noon? You can list it if it meets platform rules and is registered where required. Amazon.ae charges a 15% Perfumes referral fee, or 13% for FBA. noon enforces anti-counterfeit rules from AED/SAR 200,000.
Can I make the perfume at home? We found no authority text that allows it. DM registration requires a Dubai trade license with cosmetics-related activity and, for a local manufacturer, a GMP certificate. Ask DM before you start.
