How to Sell Perfume Online in the UAE: Registration, Documents, Marketplace Fees and Risks

To sell perfume online in the UAE, register each fragrance with Dubai Municipality (DM) in its Montaji system before you import or list it. DM names fragrances as a regulated consumer product category, and its e-commerce guideline sets a processing fee of AED 10 per product and variant. Imported stock must have at least 50% of its shelf life left, and not less than six months, when it arrives. The guideline we read was issued on 14 May 2024 and is current as of October 2026.

What counts as a fragrance for DM?

DM defines a fragrance product as any product that emits a pleasant odour and is made of essential oils, stabilisers, alcohol, water, permitted colours, antioxidants and solvents. Its list of examples is wide, and it matters for your catalogue:

  • Eau de parfum, eau de toilette and cologne
  • Body mist and splash, and aftershave
  • Concentrated oils
  • Air fresheners and home fragrances, diffusers and scented candles

. So a seller of oud oils, attar, room sprays or candles is in the same regulated category as a seller of designer eau de parfum. DM's import guideline also lists "Perfumes, toilet waters and eau de Cologne" among cosmetics and personal care product examples. Different DM documents file fragrances differently, so ask which one applies to your product when you apply.

What do you need before you can sell perfume online?

DM's e-commerce guideline sets four prerequisites for a company selling consumer products online:

  1. A valid license from a competent authority in Dubai, with an e-commerce license and a consumer-products activity.
  2. A valid Importer Code from the Dubai Trade portal.
  3. A designated warehouse in Dubai (Free Zone).
  4. Your own e-commerce platform portal.

These are the rules for the DM e-commerce route. If you are a mainland retailer who buys local stock from a registered importer, your position may differ, so confirm it with DM. How do you register a perfume in Montaji?

You register the company first, using your e-commerce trade license, and then each product. For fragrances DM asks for the product artwork or all-side image, plus one of three items:

  • a product conformity certificate from a relevant certification authority or notified body,
  • a product composition and ingredients concentration report issued by the manufacturer, or
  • a laboratory test report from a DM-approved laboratory.

DM adds that other documents may be requested where necessary, for example a halal certificate. Perfumery raw materials need an MSDS (safety data sheet) when imported. Check this first. Register every variant. DM's fee is per product "and variant, if any". A 30 ml and a 100 ml bottle of the same scent are two lines to register and two lines to pay for.

What does perfume registration cost?

DM's published fees are small, and the cost that matters is testing and documents.

For example, 12 scents in two sizes is 24 lines, which is AED 240 in DM processing fees on those figures. That is illustrative, and it excludes lab reports, translation, courier and your own time.

What can go wrong with imported perfume?

DM publishes fines for consumer products. These apply to the importing company:

The shelf-life rule is the one that surprises sellers. A fragrance with a printed 36-month life that is already 20 months old at entry has about 44% left, below the 50% minimum. That example uses the guideline's own figure and an illustrative batch date. DM also says the company must report modifications, damage and recalls and that DM may inspect and take samples.

Does perfume need a MoIAT conformity certificate?

We could not confirm it. MoIAT issues a UAE Certificate of Conformity only for products subject to technical regulations, and it publishes the list as a "CAD Regulated Sheet" that we could not read. Its listed fees are AED 620 to register, AED 500 for the review of each certificate and AED 2,500 for issuing it. Whether your fragrance falls under a regulation is not stated on the pages we read. Ask your broker or MoIAT in writing, and do not rely on a consultancy's blanket answer.

What does it cost to sell perfume on Amazon.ae?

Amazon.ae lists Perfumes at a 15% referral fee, with 13% when the item is fulfilled by Amazon, and a minimum of AED 1 per item. Fees exclude VAT, which is added on top. So a perfume sold at AED 200 pays AED 30 as a merchant-fulfilled item, or AED 26 with FBA, before the FBA fulfilment fee. Amazon also says additional storage fees apply to products it classifies as dangerous goods. Check in Seller Central whether your fragrance is classified that way. How do you stop fakes and grey stock hurting your listing?

Sellers licensed in other emirates should ask their local authority which rules apply, because we only read DM's text.

How much does it cost to register a perfume in Montaji? DM's processing fee is AED 10 for each product and variant, and it is not refundable after payment. Lab testing, if you need a DM-approved laboratory report, is extra and DM does not publish a price for it.

Can I sell perfume on Amazon.ae or noon without registering it? Amazon says products must follow all laws and regulations as well as its policies. The registration duty sits with you under DM's rules, so registering first protects the listing and the stock.

What documents does DM want for a fragrance? Artwork or an all-side image, plus a conformity certificate, a manufacturer's composition report or a DM-approved lab report. Where deemed necessary DM may also ask for a halal certificate. Imported perfumery raw materials need an MSDS.

Is there an Amazon.ae fee difference for FBA perfume? Yes. The Perfumes line is 15%, and 13% on FBA, with a AED 1 minimum. It is the only FBA-specific rate we found in the referral table. Compare it with the FBA fulfilment fee before you choose.

What if the perfume has less than six months of shelf life? DM says imported products should have at least 50% of shelf life remaining and not less than six months at entry. Short-dated stock risks refusal and, for unregistered or expired products, a AED 1,000 per product fine.

Do I pay import duty and VAT on perfume? Dubai Customs publishes 5% of CIF as the standard duty rate, and VAT is 5%. Your HS code decides the final duty, so confirm it with your broker, using the customs duty calculation guide.
