Online arbitrage on Amazon.ae means buying products from online or physical retailers in the UAE and reselling them on Amazon.ae at a higher price. We found no UAE law and no Amazon.ae help page that bans it by name, as of October 2026. It is ordinary resale, so you need a license for the activity, and you must follow Amazon.ae's category approvals, product restrictions and brand rules. The risks are rarely legal. They are gated brands, missing invoices, thin margins and complaints from brand owners.

Reselling genuine goods you bought lawfully is ordinary trade. The legal questions are about how you do it. Dubai says an online business on the mainland applies through the Department of Economy and Tourism (DET), and that sellers must not sell goods that need special approval until they hold it. Two things can make arbitrage unlawful in practice. Selling counterfeit or unapproved regulated goods is one. What does Amazon.ae let you resell?

Not everything you can buy. Amazon.ae says some product categories are "Approval Requiring Categories", that it may perform performance checks and require other conditions, and that you can request approval through Seller Central. Brand owners can enrol in Amazon.ae Brand Registry. Arbitrage sellers should expect brand owners to watch their product pages. If a brand does not want resellers, you may be reported even when your stock is genuine.

Which products suit online arbitrage?

Those where you hold clean proof of purchase and the product is not regulated. Many goods in these categories need extra approvals before sale in the UAE:

  • Cosmetics, fragrances, supplements, detergents and toys, which Dubai Municipality (DM) regulates.
  • Radio-equipped electronics, which need TDRA type approval.
  • Food, which needs separate registration; see food label requirements.

If you buy such a product retail, you do not hold its registration. DM's e-commerce guideline fines importing an unregistered, spoiled or expired consumer product AED 1,000 per product. That rule is written for importers, so ask DM how it applies to goods you buy from a UAE retailer. When in doubt, choose unregulated categories such as home goods or accessories and check what to sell online in the UAE.

How do you prove the product is authentic?

Keep every document: the order confirmation, the tax invoice from the retailer, delivery proof, payment proof, and photos of the box and barcode on arrival. noon asks for authenticity documents such as supplier invoices and brand registration within three calendar days of a penalty notice. Its counterfeit penalty is a minimum of AED/SAR 200,000, plus delisting, account revocation, reporting and legal action. A retailer's receipt shows you bought the item, not where the retailer got it, so ask for a tax invoice with the retailer's TRN. The FTA fines failing to issue a tax invoice AED 2,500 for each detected case.

What does the margin look like in AED?

Use this as an illustration only. Suppose you buy a home item at AED 100 and list it on Amazon.ae at AED 160, the price the customer pays. Amazon.ae's referral fee in the Home category is 15%, with a minimum of AED 1. That is AED 24. Add the retailer price and you are at AED 124 of cost before shipping, packaging, returns, advertising and your time. The gross margin is AED 36, or about 22.5% of the selling price.

VAT changes this. The standard UAE VAT rate is 5%. If you are VAT-registered, the sale price includes output VAT you owe the FTA, which on AED 160 is about AED 7.62. Whether you can recover the VAT in your purchase depends on holding a valid tax invoice and meeting FTA conditions, so confirm with the FTA.
