TDRA type approval is the UAE Telecommunications and Digital Government Regulatory Authority's permission to sell a telecom or radio device in the UAE. It is a two-step process: your company registers as a telecom equipment supplier, then each device is approved. TDRA's service page lists a AED 500 transaction review fee and a AED 200 certificate issuance fee, and says the service is "for companies and factories registered as suppliers of telecom devices only". Fees and processing times below were read in October 2026.

Which products need TDRA type approval?

TDRA's service covers telecommunications and radio equipment. Its own service page names these device types in its sample rules: Wi-Fi and WLAN, analogue PMR radios, maritime radios, amateur radios, TETRA, mobile phones and drones. Anything that transmits or receives radio signals is worth checking: smart watches, wireless earbuds, routers, trackers, remote controls and smart-home gadgets.

TDRA groups devices into three compliance levels, and the level sets your processing time and test requirements. We could not extract TDRA's device-by-device level table, so we do not assign specific products to a level. Ask TDRA, or look the model up in its approved equipment list, before you place a purchase order.

Who can apply for TDRA type approval?

Only a registered supplier can apply. TDRA's eligibility condition is to "register as a telecom (equipment) supplier with TDRA". TDRA's 2022 fees policy defines an importer as a legal person established within the UAE who imports telecom equipment, and a distributor as one established within the UAE who offers or sells it on the UAE market.

What does TDRA type approval cost?

TDRA publishes two sets of numbers, and they differ. Read both before you budget.

The inspection ranges from AED 1,400 for items such as ISM band and short-range devices up to AED 8,100 for Wi-Fi, and it is listed as "upon customer request" on the service page.

A second fee applies to the company, not the device. The 2022 policy lists supplier license fees of AED 500 for application consideration plus AED 5,000 to issue the license, AED 5,500 in total, for five years. Renewal is AED 100 plus AED 5,000, AED 5,100 for five years. The policy is dated 2022. We did not find a newer version, but we could not confirm that none exists, so check the amount in the portal.

What documents, test reports and samples does TDRA ask for?

TDRA lists these:

  • An official technical data sheet, for every level.
  • A radio, electromagnetic field and safety test report "issued by an accredited laboratory (International Laboratory Accreditation Corporation - ILAC Levels II and III)". The page does not say which device levels need it, so ask TDRA.
  • An IMSI certificate for smart devices that connect to a network.
  • Samples. One for Wi-Fi/WLAN, analogue PMR, maritime radio, amateur radio or TETRA. Two for mobile phones and drones.

Keep the lab report ahead of everything else. Testing is the usual delay, and TDRA does not publish lab prices or lab lead times.

How do you apply, step by step?

  1. Make sure your UAE company is registered as a TDRA supplier. If not, do that first (see the policy fees above).
  2. Log in with UAE Pass.
  3. Complete the application form and attach the documents.
  4. Pay the service fee.
  5. A TDRA specialist team reviews and approves.
  6. Pay the certificate issuance fee.
  7. Receive the telecom equipment registration certificate.

Those steps are TDRA's own.

Do sellers have to register before importing?

Yes, before the goods arrive. TDRA says dealers, importers and manufacturers of radio and telecommunications terminal equipment in the UAE should be registered with TDRA, and that the equipment must be registered before it can be used, sold or distributed in the UAE. For imports, TDRA states: "Before bringing any Telecommunication equipment, Dealer must be registered with TRA and applied for Type Approval". TDRA's customs release permit service lists manufacturers and suppliers of telecom equipment in the UAE registered with TDRA among eligible applicants. Stock that lands before the certificate does can be held at customs. The document side is in import clearance documents.

Before you buy stock, check whether the exact model is already approved. TDRA's approved equipment list can be searched by marketing name, model name or registration number, and shows the registration number, expiry date and organization. If a model is listed under another company, that approval does not make you a registered supplier. Ask TDRA how a second importer of an approved model should proceed, because the pages we read do not answer it.

How long does TDRA approval take?

TDRA lists processing times by level: Level 1 takes 1 working day, Level 2 takes 5 working days and Level 3 takes 10 working days. These are TDRA review times. They exclude lab testing, sample delivery and the time you take to answer questions. Build in more than the headline number for your first filing.

How long does the approval last?

TDRA's type approval page says the approval is valid for 3 years, renewable for similar periods. The 2022 fees policy agrees: three years from issue, with renewal at AED 300 and a delay fee of AED 100 per month after the renewal period. TDRA says renewal requests are due one month before expiry or within 15 days after it, and late renewal leads to temporary suspension and AED 100 per month. Its pages disagree on the grace period, giving both 12 months and 6 months, so do not rely on a grace period at all. Renew early.

What goes wrong for online sellers?

  • Listing before approval. Do not list a device you cannot legally sell yet. A marketplace may ask for proof, and the platform's own restrictions are covered in Amazon.ae restricted products.
  • Wrong applicant. An overseas supplier cannot apply without a UAE company.
  • Late renewal. Delay fees add up monthly.
  • Changing the product. Changes to certificate details need a modification request, which the policy prices at AED 100.

FAQ

Do I need TDRA type approval to sell a Bluetooth speaker online in the UAE? If the device transmits radio signals, it may fall under TDRA's scope. TDRA names Wi-Fi, PMR, maritime, amateur radio, TETRA, phones and drones in its sample rules, but does not list every product on the page we read. Can an overseas brand apply directly? TDRA's eligibility is limited to registered suppliers, and its policy defines importers and distributors as legal persons established within the UAE. An overseas brand without a UAE company should work through a UAE importer that registers as the supplier.

Is a personal-use device exempt? TDRA says individuals or companies importing equipment for non-commercial or personal use are exempt from type approval procedures, but the exemption does not waive mandatory technical standards or other licenses. Stock you sell to buyers is commercial, so the exemption does not help a seller.

How long is the certificate valid? TDRA says type approval is valid for 3 years and renewable, and the dealer registration certificate for five years. Renewal is AED 300 under the 2022 policy. Check your own certificate for the date.
