What is an ECAS certificate?
ECAS stands for the Emirates Conformity Assessment Scheme. MoIAT's service page describes the service as allowing you to "apply for a UAE Certificate of Conformity for products subject to technical regulations". It sits beside other MoIAT programmes, such as the Halal National Mark, which MoIAT describes as optional. The difference between the schemes is covered in Emirates Quality Mark.
ECAS is a product certificate, not a seller license. It says a product meets the UAE technical requirements. It does not replace your trade license, your importer code or product registrations from other authorities.

Does your product need ECAS?
Only products "subject to technical regulations" qualify for this service. MoIAT offers a download on the service page titled "List of technical requirements for regulated products". We could not extract that sheet's contents, so we do not name regulated categories here. Do not rely on a blog's list of "products that need ECAS". Open the sheet and match your HS code and product description to it.
Some products have a different regulator. A telecom or radio device goes through TDRA, covered in TDRA type approval for sellers. Cosmetics are registered with Dubai Municipality, covered in Montaji registration. MoIAT also lists a separate service for certificates for products that are not subject to technical regulations, which is a different route from the one on this page.
Who can apply for an ECAS certificate?
MoIAT says industrial establishments, supply and distribution companies, and individuals can apply. A business applicant needs a copy of a valid UAE industry or trade license. An individual needs a copy of a UAE ID.
For an overseas brand, that means the practical applicant is a UAE company: you, your importer or your distributor. The service page does not set out a route for a manufacturer with no UAE presence. If you do not have a UAE company, ask MoIAT whether a local representative can apply and what authorisation it wants.
What documents does ECAS need?
MoIAT lists these requirements:

How much does an ECAS certificate cost?

The fee section of the page is poorly formatted and also shows an unlabelled figure of 600 dirhams, so confirm amounts in the portal before you pay. MoIAT adds that the entity bears the costs of amending the accreditation activity, plus travel and other assessor expenses.
For example, one product with one certificate costs AED 620 + AED 500 + AED 2,500 = AED 3,620 in MoIAT fees, if the request registration is charged once and no site evaluation is done. Lab testing is on top and MoIAT does not publish a lab price, because labs set their own. Each additional certificate adds the review and issuance fees. That worked example uses only the listed fees and is illustrative.
How do you apply for ECAS, step by step?
MoIAT's steps:
- Log in to, or register on, the MoIAT digital platform.
- Apply for the service under the health and safety conformity category.
- Attach the required documents.
- Pay the fees.
- MoIAT reviews the documents.
- The certificate is issued.
Before step 1, get the accredited-lab test report, because it is the slowest item. The service time on the page is one and a half working days, and the page does not say when the clock starts. Plan for lab time and your own corrections separately.
How does ECAS fit with the other product approvals?
ECAS is one gate among several, and each authority checks a different thing. Sellers often assume one certificate covers everything. It does not.

Free zone authorities sometimes point the same way. Meydan Free Zone's e-commerce guide says cosmetics and health-related goods often need Dubai Municipality and MoIAT registration before you list. If your product could sit in more than one row, start with the authority that regulates the product's main function, and ask each authority in writing whether it needs the others' paperwork first.
How long is an ECAS certificate valid?
The MoIAT service page does not state a validity period or a renewal fee. Some consultancies say one year, but we found no MoIAT text to support that, so do not budget from it. Ask MoIAT, or your certification body, for the validity on your certificate and put the expiry in your calendar.
