What is Emirates Quality Mark (EQM)?

The Emirates Quality Mark is a national conformity mark that the UAE Ministry of Industry and Advanced Technology (MoIAT) licenses to products that meet set standards and come from audited factories.

The Emirates Quality Mark (EQM) is a national conformity mark. MoIAT describes it as granted to products that conform to a set of standard specifications, made in factories that run an effective quality management system and quality assurance such as factory audits. For an online seller it is a trust signal on the product and packaging, not a listing requirement that we could find.

Who issues the EQM and what does it cover?

MoIAT licenses the mark through a service called "Issuance of license certificate to use national conformity marks". That one service covers the Emirates Quality Mark, the National Halal Mark, the Eco-label and the Made in the UAE mark.

The listed target audience is industrial establishments and supply and distribution companies. The service page names a three-year license certificate and a service time of 6 working days.

What does MoIAT ask for?

For the EQM, MoIAT lists these requirements:

  • A valid UAE industry or trade license, or a declaration of accountability for factories outside the UAE.
  • A test report from an accredited laboratory, to a specification approved by the Ministry.
  • An online declaration of conformity.
  • A factory field visit.

The steps are to register on the MoIAT digital platform, submit the application with documents, complete a field assessment, pay the fees and receive a digital copy of the license.

What does it cost?

The fee table on the MoIAT page is unclear in places. It lists AED 670 for the three-year license certificate, and a technical assessment charge of AED 2,500 per day per resident, with AED 2,000 also shown. The entity also bears travel and assessor residence costs. Confirm the current amounts on the MoIAT platform before you budget.

A 2022 MoIAT consultation offered a 50% fee discount to manufacturers with an industrial production license, and exempted small and medium businesses from licensing fees in the first cycle. The consultation is closed, so do not assume those incentives still apply.

How is the EQM different from ECAS?

The EQM is a mark you are licensed to display. ECAS is MoIAT's scheme for certificates of conformity on regulated products. They are separate processes with separate documents, so read the ECAS certificate guide if your product is regulated. Dubai Municipality registration through Montaji is a third, separate requirement for consumer products sold in Dubai.

Is the Emirates Quality Mark the same as ECAS?

No. The EQM is a mark licensed to products made in factories with a quality management system. ECAS is a separate MoIAT conformity scheme that issues certificates of conformity for regulated products. A seller may need one, both or neither. See the ECAS guide for the certificate route.

Do I need the Emirates Quality Mark to sell on Amazon.ae or noon?

The MoIAT pages we read do not say the EQM is mandatory for online sellers, and we found no marketplace rule requiring it. Check the category rules in your seller account, and ask MoIAT whether your product is under a mandatory scheme.
