What is Montaji?

Montaji is Dubai Municipality's online Consumer Product Registration Service, where regulated products such as cosmetics are registered before they can be imported, advertised or sold in Dubai.

Montaji is the Dubai Municipality (DM) Consumer Product Registration Service. For cosmetics, DM's guideline says none may be manufactured, imported, exported, advertised, sold or distributed in Dubai unless registered, and a registration is valid for 5 years. Details are as of October 2026 and from guideline versions named below. This is general information; confirm with DM.

Which products and sellers does it cover?

DM's e-commerce guideline lists regulated consumer product categories including cosmetics, fragrances, detergents, biocides, supplements, food contact items and toys, although toy services are provided at DM counters at the port of entry and not on the platform. Health supplements may not be sold in Dubai unless registered in Montaji.

What do e-commerce companies need?

DM lists a valid Dubai license with e-commerce and consumer products activity, a valid importer code, and a designated warehouse in Dubai (Free Zone). See importer code for that prerequisite.

What does it cost?

The e-commerce guideline lists AED 10 for each product and variant, and AED 50 per container release, non-refundable, with no fee for B2C import from a free zone. The cosmetics guideline states neither a fee nor a processing time, so ask DM before you budget.

Common questions sellers hit

Three points trip up marketplace sellers. First, registration is per product, and the e-commerce guideline charges per product and variant, so a range with many shades or sizes multiplies the fee. Second, DM says e-commerce companies must register all consumer products in Montaji before importing them. Third, advertising of registered supplements needs pre-approval in Montaji, including on social media.

Registration does not replace other checks. A product still has to meet labelling and marketplace category rules, and DM can ask for further documents during review, so allow time before a launch or a sale event rather than treating the portal fee as the whole cost.
