Dubai Municipality (DM) must approve consumer products before they are sold in Dubai, and its e-commerce guideline says this applies to products sold online whether they ship from a Dubai warehouse or directly from another country. You register through Montaji, DM's online platform. The processing fee is AED 10 per product and variant. This page covers the e-commerce route as the guideline (version 2.0, 14 May 2024) describes it, and says what DM does not publish.

Which products does Dubai Municipality register?

DM's guideline lists seven regulated categories: cosmetics and personal care products, fragrances, detergents, biocides, health supplements, food contact materials and toys.

Two points catch sellers out:

  • Scented candles, diffusers and air fresheners sit under "fragrances", not under general home goods.
  • Hand sanitisers, insect repellents and disinfectants sit under "detergents and biocides".

Food contact materials and toys are in scope but are not on the Montaji smart platform. The guideline says those services are provided at counters in DM offices at the port of entry.

Food itself is a separate system. DM lists a service called "Apply to Register and Assess a Food Item" under its food safety pages. See food label requirements in the UAE for that route. DM's Food Code says imported food items must each be registered in its Food Import and Re-export System, with labels approved there before import.

What do you need before you can register on Montaji?

The guideline sets four prerequisites:

  1. A valid license from a competent authority in Dubai, with an e-commerce license that carries a consumer-products activity.
  2. A valid importer code, available through the Dubai Trade portal.
  3. A designated warehouse in Dubai (free zone).
  4. A company e-commerce platform portal.

Company registration is done online on Montaji, and the document the guideline lists is a valid e-commerce trade license.

Check this first. The guideline text says e-commerce entities dealing with consumer products must be licensed in Dubai, with "designated Free Zone" in brackets. It does not explain how that applies to a mainland company. Ask DM in writing before you assume either way.

What documents do you submit for each product?

The documents depend on the product group.

"Where deemed necessary" means DM decides during review. Plan for a request for more documents.

How much does Dubai Municipality product registration cost?

DM publishes three numbers in the guideline:

Payments are not refundable once the application is submitted and payment confirmed. An Innovation Fee of AED 10 and a Knowledge Fee of AED 10 apply with a fee of more than AED 50.

For example, a brand with 12 shampoos, each in 3 sizes, has 36 product-and-variant lines. At AED 10 each, the registration processing fee would be AED 360, before any lab tests or certificates you pay for elsewhere. That is an illustration built from the published AED 10 rate, not a quote. The guideline does not give a processing time, and it does not publish lab test prices. Ask DM and your lab for both.

What are the rules for importing and shelf life?

All imported consumer products must be registered before they are imported to the local market. Three rules matter to online sellers:

  • Shelf life: imported products should have at least 50% of shelf life remaining and not less than six months at entry.
  • Labels must be clear, indelible and not easily removable.
  • Registration is not required for products imported to a free zone and not intended for the local market.

B2C consignments are inspected and processed through Montaji's import and re-export service when they first arrive in the free zone as consolidated consignments. B2C consignments then get auto-approved by DM on the gate pass for delivery to the end consumer, based on the initial import permit.

The consignment documents are the Montaji request reference number, the airway bill or bill of lading, the packing list and the customs declaration. See import clearance documents for the customs side.

What fines can Dubai Municipality issue?

The guideline publishes a fine table. The lines most relevant to sellers:

The company is also committed to submit a release application with gate pass and delivery advice within 15 days of releasing a consignment, and to report damage, defects or recalls to DM.

What does the guideline not say?

Be careful with these gaps:

  • Processing time for product registration: not stated in the guideline.
  • Registration validity for general consumer products: not stated there. The separate supplements guideline says 5 years for supplements.
  • Lab test costs and the list of DM-approved laboratories: not stated.
  • Whether Amazon.ae or noon will ask for the DM registration number: set by each platform, so check the category rules in Seller Central or the noon seller portal.

FAQ

Do I need Dubai Municipality registration to sell on Amazon.ae or noon? If your products fall in one of the seven DM categories and are sold in Dubai, DM's guideline says they must be approved first. Marketplaces set their own document rules on top. Check the category requirements in your seller account and keep the DM registration reference ready.

How much does Dubai Municipality product registration cost? The guideline publishes AED 10 per product and variant, and AED 50 per container for consignment release. It does not give lab or certificate costs, so budget for those separately and ask your lab for a quote.

How long does DM registration take? The guideline we read does not state a processing time. Ask DM for the current service level, and do not promise launch dates to a marketplace before you have the registration reference.

Do I need to register a product that stays in a free zone? The guideline says registration is not required for consumer products imported to a free zone and not intended for the local market. Once you deliver to a Dubai consumer, the registration and release rules apply.

What shelf life must imported products have? At least 50% of shelf life remaining, and not less than six months at entry, according to the guideline. Short-dated stock can be refused at the port.

Is food registered under this e-commerce guideline? No. The guideline's scope lists seven consumer product categories and food is not one of them. DM lists a separate food item registration service, and imported food follows the Food Import and Re-export System rules covered in the food label guide.

Who is responsible if a product is unsafe? The guideline says the company is responsible for the safety of imported consumer products, and that importers, manufacturers and agents must ensure labels, claims and instructions meet current rules.
