Which supplements count, and which do not?
DM defines a health supplement as a product intended for ingestion that contains a dietary ingredient to add nutritional value to the diet, in forms such as tablets, capsules, soft gels, liquids and powders. It must be labelled as a health supplement, intended for human use only, and must not be intended to treat, diagnose, prevent or cure any disease.
The guideline lists products that are not health supplements, so they are handled differently. Examples include:
- Conventional and fortified food, meal replacements, and protein bars and shakes meant as snacks.
- Infant formula and foods for medical purposes.
- Products indicated for sleep, sexual enhancement, hangover, vomiting or diarrhoea.
- Probiotics for children under 2, and supplements for people after bariatric surgery.
- Ayurvedic, Chinese and traditional medicine products.
If your product is in that second group, do not use this route. Ask DM which one applies. For food, see food label requirements.
Who can apply in Dubai?
The applicant must be a company incorporated in Dubai, or one with a warehouse in Dubai, with a trade license in Dubai that indicates activities related to health supplements. Importers, local manufacturers, and agents of foreign manufacturers apply, and the applicant is responsible for the product, its safety and all submitted information.

What is in the Dubai dossier?
DM's product dossier contains:

DM's e-commerce guideline adds that the Montaji registration needs the product artwork and a test report from a DM-approved laboratory. For when halal is requested, see the halal certificate guide. MoIAT's halal page lists UAE.S 2055-4 for cosmetics and personal care and UAE.S 2055-1 for food, and does not list a separate supplement part.
What are the steps, in order?
- Check your product is a health supplement under DM's definition and not on the excluded list.
- Confirm your Dubai license activity covers health supplements, or that your importing agent holds one.
- Ask the manufacturer for the Free Sale Certificate, ingredient report, analysis report, GMP certificate and lab report. These are the slow items, because they come from overseas and must be valid on the submission date.
- Check ingredient doses against the vitamin and mineral limits in the DM guideline annex and against the banned ingredient list. Fix any dose that exceeds a limit before filing.
- Log in to Montaji, choose Consumer Product Registration, and submit the product with artwork and documents.
- After approval, add the registered label to your listing and keep the registration record for renewal.
DM's guideline says the process is run from the Montaji service named "Consumer Product Registration Service".
What does the federal EDE route require?
EDE's service for general-sale healthcare products lists dietary supplements in scope. Its page states an application fee of AED 100, registration of AED 5,000, a timeline of 45 working days and validity of five years from the committee's approval. Marketing authorization holder companies must be registered with EDE first. Documents include a WHO-format product certificate or free sale certificate attested by the UAE Embassy, a product sample, a halal certificate from a recognised authority, a company statement of no hormones, heavy metals, antibiotics, steroids or pig derivatives, and a detailed composition certificate.
The page names the fee against the registration of a pharmaceutical product for general sale, so confirm with EDE that the AED 5,000 applies to your supplement. We could not find a page that settles how the federal and Dubai routes fit together. Ask both authorities, in writing, which approvals your product needs and in what order.
Check this first. Do not assume one approval replaces the other. Ask EDE and DM whether you need both before you pay either fee.
What must the label say and what can you claim?
DM requires, in clear English and/or Arabic:
- Brand and product name, and manufacturer or UAE agent details.
- Country of origin, ingredients, pack size and storage conditions.
- Production and expiry dates in non-removable print or stickers, and a batch number.
- Dosage and instructions, intended use and a health warning.
- A barcode that is clear and unique for each product. See GS1 barcodes in the UAE.
- A supplement facts panel, with vitamins and minerals in numbers and as % daily value.
On claims, health claims about vitamin or mineral supplementation are permitted only where the amount is above 30% of the RDA. Any claim about prevention, treatment or curing of a disease must not appear on labels, brochures, leaflets or advertisements. Any advertisement or promotion, including social media, needs pre-approval in Montaji. The guideline does not mention marketplace listings by name, so the safe course is to treat your Amazon.ae and noon copy as promotion and write it from the registered label.
What does DM not publish?
The guideline states no registration fee and no processing time for supplements. The consumer product guideline gives AED 10 per product and variant as the processing fee, but ask whether that applies to supplements in full.

Do I need Dubai Municipality registration to sell supplements on Amazon.ae or noon? If you sell or distribute a health supplement in Dubai, DM's guideline says it must be registered in Montaji first. Marketplaces may set additional document rules, so check your category requirements as well.

Can an individual or Instagram seller register a supplement? DM requires a company incorporated in Dubai, or one with a Dubai warehouse, holding a trade license for supplement activities. An individual without such a license does not meet the stated criteria.
Are protein bars and shakes supplements? DM lists protein bars and shakes intended as snacks or for nutritional purposes among products that are not health supplements. Treat them as food and follow the food route.
Can I say my supplement supports immunity? DM allows structure or function claims such as supporting healthy immune function if substantiated, and bans claims to prevent, treat or cure disease. Keep wording to what the registered label says.
Do I need a halal certificate? DM lists a halal certificate as an example of an extra document, and EDE lists one among its documents. DM's example is a halal certificate that specifies the source of animal ingredients, so have one ready if your product contains any, such as gelatin capsules.
