In the UAE, the legal basis is Cabinet Decree 10 of 2014: an establishment shall obtain a halal certificate for its final products and raw materials from halal certification bodies registered by the Ministry of Industry and Advanced Technology (MoIAT). In practice, which of your products need one depends on what they are. Meat and anything with animal-origin ingredients is the clear case in Dubai's food rules. Cosmetics and supplements are asked case by case. This page sorts that out as of October 2026.

Who sets the halal rules in the UAE?

MoIAT runs the UAE halal system. Its halal page lists Cabinet Resolution 10 of 2014 on halal product control, Board Decision 36 of 2014 on the National Halal Mark and Chairman's Decision 37 of 2014 on registered abattoirs.

What is the Halal National Mark and is it mandatory?

The Halal National Mark is granted after MoIAT verifies that products conform to the approved standards. It can be granted to a product, a service or a production system. MoIAT's page calls the mark optional, while also saying that qualified products that wish to show compliance with Islamic Sharia are required to obtain the certification.

That wording is not a clean yes or no for sellers. Read it this way until MoIAT confirms otherwise in writing for your product:

  • A halal certificate from a registered body is the document customs and municipality inspectors ask for.
  • The National Mark is the logo you may print on the pack after licensing.
  • If your label or listing says "halal", you need the certificate behind it.

MoIAT's 2022 statistics list 6,581 food and 1,004 cosmetics and personal care items under "Halal National Mark issued". Those are counts of marks, not a measure of market size.

Which products need a halal certificate in Dubai?

DM's Food Code states halal certificates are required for:

  • All processed meat products from animals that are halal.
  • Foods that contain meat or poultry products or ingredients of animal origin such as gelatin, with the exception of seafood.

Raw meat and poultry must come with halal slaughtering certificates issued in the country of origin by an Islamic society approved by the UAE government. Non-halal food needs a prior permit, and its label must show the ingredients in Arabic and English and state that it is non-halal.

For cosmetics, personal care and supplements, DM's e-commerce guideline lists a halal certificate under "other documents where deemed necessary". The supplements guideline gives an example: a halal certificate to specify the source of animal ingredients, issued by a recognised Islamic society in the country of origin. A capsule made with gelatin is the usual trigger.

How do you get a halal certificate?

MoIAT's halal page does not describe the application steps and does not state fees. It links to a list of registered halal certification bodies instead. The practical order is:

  1. Identify your product category and standard from the table above.
  2. Pick a certification body from MoIAT's registered list. Do not use a body that is not on it.
  3. Ask for the fee, audit scope, turnaround and validity in writing. We found no published figures to quote.
  4. Pass the audit or document review, then receive the certificate.
  5. Keep a copy for DM, customs and your marketplace category approval.

If your supplier abroad already holds a certificate, check that the issuing body is accepted in the UAE. DM's rules for meat name an Islamic society approved by the UAE government as the issuer.

How should you handle halal on your listings and labels?

Treat the certificate as part of the product file, not a one-off upload. A short routine keeps you out of trouble:

  • Keep one certificate per product line, with the issuing body, number and date visible, and store the PDF where your catalogue team can reach it.
  • Only write "halal" on the pack, the title or the listing images for products the certificate covers. Do not make a halal claim you cannot back with a certificate.
  • Match the product name and ingredient list on the certificate to the label, so an inspector has no reason to ask for a corrected document.
  • If an ingredient changes, for example a new capsule material, ask your certification body whether the certificate still covers it before you ship.
  • For anything non-halal, such as products containing alcohol or pork derivatives, do not list it for general sale until you have DM's prior permit and the Arabic and English non-halal wording on the label.

What happens if the halal paperwork is wrong?

DM's fine table lists a "Halal certificate" contravention at AED 1,000, and importing unregistered or expired consumer products at AED 1,000 per product. The table does not say whether the fine is per product, per consignment or per certificate for the halal line, so ask DM.
