Cash on delivery (COD) is a commercial choice for a UAE online store, not a legal requirement. We found no UAE rule on the official pages we checked that forces a private online store to offer it or bans it, as of October 2026. What the law does require is the same as for any online sale: a detailed digital invoice for each purchase and no deceptive descriptions. This page helps you decide whether COD pays for your store, how to cost it and how to limit the damage from refused orders.

Is cash on delivery allowed for online sellers in the UAE?

We did not find a UAE federal rule on COD for online stores in the Ministry of Economy briefing on the e-commerce law or on the federal consumer-protection page. Those pages list seller duties such as licenses, approvals, secure systems, honest descriptions and digital invoices, and do not mention cash on delivery. Absence on those pages is not a guarantee that no rule applies to your product or courier, so confirm with your licensing authority, such as the Department of Economy and Tourism in Dubai.

Marketplaces and couriers set their own COD terms. We found no official Amazon.ae or noon page stating COD fees for sellers, so we do not quote any. Check your seller dashboard or account manager.

What paperwork does a COD order need?

A COD sale is still a sale. These apply as for any order:

  • Digital invoice. The e-commerce law requires a detailed digital invoice for each purchase.
  • Arabic on the invoice. The federal consumer-protection page says the invoice must be in Arabic, and other languages may be added.
  • The declared price. Consumers have the right to obtain goods at the declared price, and misleading prices attract penalties. Do not add a hidden cash fee at the door.
  • VAT. If you are registered, charge VAT as for any taxable supply. Delivery and COD fee treatment is in VAT on delivery charges and COD fees. The registration threshold is AED 375,000.

How much does cash on delivery really cost?

Published COD fee rates do not exist across UAE couriers, so build your own cost per order from your courier quote. The elements are:

  1. Courier COD handling fee. Charged by your courier. See COD courier charges in the UAE.
  2. Failed delivery cost. Outbound and return shipping on refused orders. See failed delivery and RTO in the UAE.
  3. Remittance delay. Cash is passed to you after the courier collects it, on the courier's schedule. Your agreement states the days.
  4. Handling of returned stock. Time, repacking and any damaged units.

Benchmark it against cards. Stripe's published UAE rate is 2.9% + AED 1.00 for domestic cards, and Shopify Payments lists 2.9% + AED 1.00 on its Basic plan.

Worked example, illustrative only; the courier figures are assumptions, not quotes. An AED 150 order paid by card costs 2.9% of AED 150 = AED 4.35, plus AED 1.00, so AED 5.35. Assume your courier charges AED 5 to handle COD cash on that order. COD is then slightly cheaper per delivered order. Now assume 15 of every 100 COD orders are refused and each failed trip costs AED 20 in shipping both ways. That adds 15 x AED 20 = AED 300 across 100 orders, or AED 3.00 per order. COD now costs AED 8.00 against AED 5.35 for cards, before cash remittance delay. The break-even refusal rate for your store is the number to find.

Check this first. Run the sum with your own courier quote and your own refusal rate from past orders. A COD policy that looks cheap at 5% refusals can lose money at 15%.

How do you reduce refused COD orders?

  • Confirm the order before dispatch. Call or message the customer through WhatsApp or SMS and ship only after a reply.
  • Set a COD limit. Cap COD by basket value and offer cards or instalments above the cap.
  • Tag repeat refusers. Move customers who refused before to prepaid only.
  • Offer a small prepaid incentive. A discount for paying online by card can shift the mix without banning COD. Check your consumer-protection duties on prices before you advertise it: the declared price must be honest.

If you use Tamara, note that its terms stop you charging more because a customer paid with Tamara. Keep prices consistent across payment methods and check the rule for each provider you add.

What should be in your COD policy?

Put these on the checkout and in the order message, in Arabic and English:

  1. Whether COD is offered and for which products and areas.
  2. Any basket cap.
  3. Whether a customer must have the exact cash amount and which cards or payment links the courier accepts, if any.
  4. What happens after a refusal or a no-show, and how many attempts the courier makes.

The federal page says suppliers must settle consumer disputes promptly and names the Ministry of Economy complaints line, 800 1222, and the Dubai Department of Economy and Tourism complaint service. Make sure your policy tells customers how to reach you first.

Should you offer COD on marketplaces?

On Amazon.ae and noon the platform sets the checkout, and we did not verify whether sellers can switch COD on or off. We did not find an official page giving Amazon.ae or noon COD fees for sellers, so ask your account manager or check your settlement reports. The payout side of noon is in noon seller payout cycle.
