To register for VAT in the UAE you create a Taxable Person Profile in EmaraTax, upload your documents as PDFs of up to 15 MB each, and submit the VAT registration. The FTA estimates about 45 minutes to submit and 20 business days from receiving a completed application to complete it. Registration is free. This checklist follows the FTA's own service page, as of October 2026, and marks what the FTA does not publish.

Do you need to register for VAT first?

Check the thresholds before you open the portal. Mandatory registration applies where taxable supplies and imports exceed AED 375,000 over the past 12 months or are expected to within the next 30 days. Voluntary registration is available above AED 187,500. You must apply within 30 days of becoming required to register, and late applications incur a penalty. The penalty is AED 10,000; see late VAT registration penalty.

Free zone company? The same thresholds apply, and designated zone rules affect place of supply, not whether you register.

Which route fits your business?

Your situation Route What the FTA page says
Taxable supplies and imports over AED 375,000 in 12 months Mandatory Apply within 30 days
Expect to pass AED 375,000 within 30 days Mandatory Same test, forward looking
Between AED 187,500 and AED 375,000 Voluntary Taxable supplies, imports or taxable expenses count
Non-resident making taxable supplies in the UAE Mandatory, no threshold Unless another UAE party is responsible for settling the VAT

A start-up with big stock imports may reach the voluntary line before it has sales. If that is you, the expense route needs at least five VAT invoices above the threshold, per the document list below.

What do you need before you start?

  • [ ] A UAE Pass account. FTA services are only available through UAE Pass.
  • [ ] An EmaraTax account, signed up on the FTA site and activated.
  • [ ] Your authorised signatory available, with their Emirates ID details.
  • [ ] Your 12-month sales and import figures, month by month.
  • [ ] A scanner or PDF export for each document, under 15 MB.

Which documents does the FTA list?

The FTA's VAT registration page lists these. Tick what applies to your business.

  • [ ] Certificate of incorporation, memorandum of association, or partnership agreement, if applicable
  • [ ] Commercial registration certificate or equivalent licensing document
  • [ ] Trade license and any branch licenses
  • [ ] Emirates ID and passport copies of owners and authorised signatories
  • [ ] Power of attorney for authorised signatories, where required
  • [ ] Signed and stamped declaration of total taxable supplies and monthly sales since establishment
  • [ ] Supporting evidence such as invoices, contracts, purchase orders or lease agreements
  • [ ] For registration based on expenses: at least five VAT invoices exceeding the registration threshold
  • [ ] Evidence of expected revenue, such as stamped and signed purchase orders or contracts
  • [ ] Optional bank letter showing account details
  • [ ] Customs information, if applicable

Files must be PDF, up to 15 MB each. Consultancy blogs often list a bank IBAN letter or financial statements as required. The FTA page treats the bank letter as optional and does not list financial statements, so follow the FTA list.

For an Amazon.ae or noon seller, the "monthly sales since establishment" declaration is easiest to build from your marketplace sales reports plus any direct sales. Use sales before VAT, matching your invoices.

What are the portal steps?

The FTA lists six steps:

  1. Sign up for an EmaraTax account on the FTA website and activate it.
  2. Open the EmaraTax dashboard.
  3. Create a new Taxable Person Profile.
  4. Click "View" to open the Taxable Person Account.
  5. Click "Register" under "Value Added Tax".
  6. Complete the registration form and upload your documents.

Step 6 is where most delays start. Fill each field from your license and Emirates ID, not from memory. The FTA does not publish a list of common rejection reasons, so keep names and numbers identical to your documents to avoid avoidable queries.

What should an Amazon.ae or noon seller prepare?

Marketplace sellers usually have the data but not in one place. Export the monthly sales report from each marketplace account, add any direct or wholesale sales, and total them by month since you started trading. Add your import records for stock brought in, because imports count towards the threshold alongside sales. Keep the exports with your declaration so you can show how each monthly figure was built. If your sales are split across more than one legal entity, register and test each entity on its own figures; ask the FTA or a tax agent if the entities are related.

Self-check before you press submit

  • [ ] Names, license numbers and issue dates match your documents character for character.
  • [ ] The declaration is signed and stamped, and covers every month since you started trading.
  • [ ] Each file is a PDF under 15 MB and opens without a password.
  • [ ] The authorised signatory's Emirates ID details match the profile.
  • [ ] You have saved a copy of everything you uploaded, because the FTA can ask for records later.

What happens after you submit?

The FTA's estimated time to complete an application is 20 business days from the date it received the completed application; this is an estimate, not a guarantee. If it asks for more information, the clock is tied to a completed application, so answer quickly. The FTA page does not say how it notifies you of the outcome, so watch your EmaraTax inbox and the email on the profile.

When approved, you receive a Tax Registration Number (TRN). Put the TRN on your tax invoices from the effective date of registration; see tax invoice requirements and the TRN glossary entry. Then diarise your first return, covered in VAT return filing for online sellers.

What commonly goes wrong?

  • Missing the 30 days. The AED 10,000 penalty and back VAT apply; the FTA can register you from the date you first became liable.
  • Oversized or non-PDF files. The portal limit is 15 MB per PDF.
  • Signatory not on the documents. Include a power of attorney where the manager is not named in the memorandum of association or you add other signatories.
  • Using payouts as sales. Marketplace payouts are net of fees; declare sales values.
  • Registering when you no longer need to. If you stop trading, deregistration has its own deadline of 20 business days; see VAT deregistration.

Check this first. This is general information, not tax advice. The FTA service page is the authority for the current document list and steps; if it differs from this checklist, follow the FTA.

FAQ
