When does a seller have to register for VAT?
You must register once your taxable supplies and imports pass AED 375,000, and you may register voluntarily above AED 187,500. The FTA's service page puts both tests the same way: over the past 12 months, or expected within the next 30 days.
The 12-month test counts taxable supplies and imports together. For an online seller, imports matter: stock you bring in for Amazon.ae or noon counts towards the threshold, not only the sales you make. The threshold does not apply to foreign businesses, which must register for taxable supplies they make in the UAE.
Once you are required to register, you must file the application within 30 days. That 30 days is your deadline. Miss it and the penalty applies.

How much is the late VAT registration penalty?

The table is in Cabinet Decision No. 40 of 2017 on administrative penalties. The consolidated version dated November 2025 notes that the table was amended by Cabinet Decision No. 129 of 2025, effective 14 April 2026. Older blog posts and consultancy pages may quote different figures. Check the date on any page that gives you a number.
The penalty table lists a flat amount and does not say it is reduced for a short delay. If you think the penalty was applied wrongly, ask a registered tax agent about the FTA's current objection process.
What else do you owe if you registered late?
The penalty is the smaller part for most sellers. The VAT rules say a taxable person who was late registering must account for and pay the due tax on all taxable supplies and imports made before registering.
The FTA can also act on its own. Where a person does not apply despite being required to, the FTA registers them with effect from the date they first became liable and imposes penalties.
Other penalties can follow once you are registered:

Worked example: a seller who registered four months late
Illustrative figures, using the rates above. A Dubai mainland seller passes AED 375,000 of taxable supplies in March and applies in August. Suppose AED 120,000 of VAT-exclusive taxable sales were made in the late months and the seller charged customers no VAT.

The 5% VAT is a cost the seller absorbs if customers were not charged. That is why sellers should treat the penalty as the visible part of the cost, not the total. Whether the seller can claim input VAT on related purchases depends on valid tax invoices and the FTA's normal recovery rules; a tax agent can confirm.

What should you do if you are already late?
- Stop and check the date. Add up taxable supplies and imports for the past 12 months, month by month, and find the first month you went over AED 375,000.
- Register now. Do not wait to work out the penalty. The application is free; the FTA estimates about 45 minutes to submit it and up to 20 business days to complete it from the date it receives a complete application. Follow the EmaraTax registration steps.

- Pull back-dated numbers. List sales and imports for each month from the date you were liable.
- Ask the FTA or a tax agent how to report them. The FTA does not publish a single worked process for back VAT on a late registration; ask in writing.
- Fix your invoicing from today. Issue tax invoices from the effective date of registration.
Keep your records. The FTA can ask for them at any time.
How do you avoid it next time?
- Track the rolling 12-month total of taxable supplies and imports each month, not once a year.
- Set your own early-warning level below the threshold so you have time to gather documents.
- Count imports, including stock sent to Amazon.ae and noon fulfilment centres.
- Consider voluntary registration above AED 187,500 if you buy a lot of VAT-bearing stock, since it lets you register before you are forced to.
- Get a UAE Pass account early. FTA services are only available through UAE Pass.
