How does a Smart ROI campaign set bids?
You pick products, set a total budget and enter an expected ROI per ad group. Flipkart defines ROI as ad-attributed revenue divided by ad spend, so a target of 5 means ₹500 of sales for every ₹100 of ads. From there the algorithm decides which keywords, placements and bids to use to hit that number, drawing on the listing's conversion history. That last part is why Flipkart positions Smart ROI for products that already have sales: with no history the model has nothing to predict from.
Three structural rules follow from the design, all documented in agency write-ups of the Seller Hub flow:
- Smart ROI runs on a total budget only. There is no daily cap, so a campaign can spend fast on a good day and stall on a poor one.
- You do not set keywords, match types or placement bids. You can add products and adjust the target, and that is roughly the whole control panel.
- Flipkart suggests product sets under labels such as ROI Booster, New Listing Visibility, Move Slow Inventory and Beat Competition, or you choose manually.

Why does a high target ROI make Smart ROI underspend?
This is the complaint we hear most, and the mechanism is simple. The algorithm will only bid where it predicts the click can return your target. Set 8x in a category where the auction clears at 4x and it finds almost no qualifying clicks, so the budget sits untouched. Agency guides describe this directly: an unrealistic target means the ads will not consume the budget or the campaign will not run at all.
The fix is to start from your break-even, not from a wish. Contribution margin after Flipkart commission, fixed fee and shipping sets the floor:

What does a manual CPC campaign give you that Smart ROI does not?
Control, and with it responsibility. In a CPC campaign you set a bid per ad group, optionally a different bid per placement, choose exact or phrase match keywords or automatic targeting, add negative keywords, and pick a daily or total budget. Flipkart describes CPC as the option for visibility and for newly launched products, which is a fair summary: when there is no history to optimise against, a human choosing keywords beats an algorithm guessing.

The weekly routine for CPC is the search term report: promote converting queries to exact match, add non-converting ones as negatives, and cut placement bids where ROI is below threshold. Agency guides suggest opening manual bids 10% to 15% above the suggested range Seller Hub shows, with top of search 30% to 50% above other placements. None of that is possible inside Smart ROI, which is the trade.
Which campaign type should you choose?
- Listing under 30 days old or under about 15 reviews: manual CPC, automatic targeting for two weeks, then exact match.
- Listing with a month of steady orders and a margin of 25% or more: Smart ROI at break-even plus half a turn, with a total budget sized for two weeks.
- Margin under 20%: manual CPC. The ROI needed is too high for the algorithm to find volume.
- Slow-moving stock you want cleared: Smart ROI under the Move Slow Inventory set, with a lower target, because the goal is turnover.
- Big launch or festive event: manual CPC on proven terms for control, Smart ROI on the catalogue tail for scale.
One rule without exceptions: never run Smart ROI and manual CPC on the same product against the same keywords. You bid against yourself and both reports lie.
What does the Budget Rule do?
The Budget Rule is an opt-in automation for PLA that works on daily and total budgets. When a campaign hits a defined ROI threshold, minimum 3, has recorded at least 100 clicks and is about to exhaust its budget, Flipkart raises the budget automatically so a profitable campaign does not stop mid-afternoon. It is the closest Flipkart has to Amazon's budget rules. Turn it on for proven campaigns of either type; leave it off for tests, where an unlimited budget is the last thing you want. Note the interaction with Smart ROI: because that type has no daily cap, the rule mainly matters there when a total budget is about to run dry during a sale.
What is Saarthi and does it replace rules software?
Saarthi, announced by Flipkart Ads on 27 August 2026, is a free partner programme with two parts. First, an AI-powered dashboard built with AtTheRate.ai that brings campaign and business metrics into one view, with product-level analysis, automated alerts, custom rules and day-parting. Second, a network of certified agencies, including Accenture and Dentsu, that manage campaigns for matched sellers at no charge. Some seller forums call it "Saral"; the official name is Saarthi.

The 7x campaign has the best-looking ROI and the least useful outcome: it spent ₹2,100 of ₹14,000 and left the rest of the sale to competitors. The 3.5x campaign made less than the hand-run CPC one but took a tenth of the time. That is the real trade: control versus hours, with the target set from margin either way.
