There is no single baby-products license or approval in the UAE: the rule depends on what the product is. In Dubai, baby skincare is a cosmetic that DM registers, a nursing bottle is a food contact material, a toy needs an EN 71 certificate or lab safety report, and a supplement needs registration. DM's processing fee is AED 10 per product and variant. The guidelines we read were current as of October 2026, and we could not open a MoIAT list for childcare articles.

How to Sell Baby Products Online in the UAE: Which Rules Apply to Which Product, and What It Costs
By Blooprint team · Published 10 October 2026 · 6 min read
Key takeaways
- Baby is a mix of regulated types: baby skincare is a DM cosmetic, nursing bottles are food contact materials, toys need EN 71, and supplements need registration.
- Food contact items such as nursing bottles need a conformity certificate and a material migration test report (OML/SML), and DM handles them at port-of-entry counters, not Montaji.
- Baby cosmetics are held to impurity limits of up to 1 ppm in DM's annex, and DM's processing fee is AED 10 per product and variant.
- On Amazon.ae, Baby pays 8% up to AED 50 and 15% above, with a AED 1 minimum; Toys pay 14%.

What rules apply to which baby product?
DM's e-commerce guideline names seven regulated consumer-product categories: cosmetics and personal care, fragrances, detergents, biocides, health supplements, food contact materials and toys. Sort your range into those boxes first.
| Baby product | DM category | What DM asks for |
|---|---|---|
| Baby lotion, shampoo, wipes, nappy cream | Cosmetics and personal care (baby products are in scope) | Artwork plus a conformity certificate, manufacturer composition report or DM-approved lab report |
| Nursing bottles, plastic plates and cups, flasks | Food contact materials | Conformity certificate and a material migration test report (OML/SML) |
| Toys, rattles, play mats with toy function | Toys | Artwork plus EN 71 certificate or lab safety report |
| Vitamins and supplements for children | Health supplements | Artwork, conformity certificate or ingredient report, DM-approved lab report |
| Monitors, wireless gadgets | Not DM | Check TDRA for radio equipment |
DM lists "Nursing bottles of plastics" as an example of food contact materials and "Body / Facial Wipes" under cosmetics. Items that fall in two boxes, such as a teething toy that is also a feeding aid, need a call to DM to confirm the box.
How are baby cosmetics treated?
DM's cosmetics guideline lists baby products among its in-scope examples, and it requires registration before the product is manufactured, imported, exported, advertised, sold or distributed in Dubai; registration is valid for 5 years. Its test annex sets a toxic-metal impurity limit of up to 1 ppm for baby products, oral care and eye care products. The ingredient report must be signed and stamped by the manufacturer's R&D department in the country of origin. The full dossier is in cosmetics registration in the UAE, and the portal steps are in the Montaji registration guide. Labels must show the required components in clear English and/or Arabic; see Arabic label requirements.
How are feeding bottles and other food-contact items treated?
DM's e-commerce guideline requires a product conformity certificate from approved sources and a material migration test report (OML/SML) for food contact materials. OML and SML are overall and specific migration limits: tests of how much material moves from the plastic into food. DM adds that services for food contact materials are not on the smart platform and are provided at the counters of DM Health and Safety offices at the port of entry. Ask DM how to file before your first bottle shipment.
Do toys, supplements and electronics for babies follow separate rules?
Yes, and each has its own guide so this page does not repeat them. Toys are covered in selling toys online in the UAE, which explains the EN 71 route and the AED 500 per certificate fine for non-compliant documents. Children's supplements are in selling supplements online in the UAE. For wireless baby gadgets, TDRA says radio and telecom equipment must be registered before it can be sold.
Check this first. We could not verify from MoIAT's own pages whether childcare articles such as feeding bottles or soothers fall under a mandatory technical regulation. MoIAT publishes a "CAD Regulated Sheet" that we could not read. Ask your broker or MoIAT in writing before ordering.
Infant formula and baby food are food products with their own rules; this guide does not cover them. Start from the food label requirements.
What are the company prerequisites and the fines?
DM's e-commerce route asks for a valid Dubai license with an e-commerce license and consumer-products activity, a valid Importer Code, a designated warehouse in Dubai (Free Zone) and your own e-commerce portal. Imported products need at least 50% of shelf life remaining and not less than six months at entry. That matters for wipes, creams and anything with an expiry date.
| Problem | Fine |
|---|---|
| Missing or non-compliant document or certificate | AED 500 per certificate |
| Importing unregistered, spoiled, expired or contaminated products | AED 1,000 per product |
| Importing an item not stated | AED 2,000 |
. For example, a shipment of 10 unregistered baby product lines would be AED 10,000 on the per-product rate. That is an illustration, not a quote. The license route is in what license you need to sell online in the UAE.
How do you check a supplier's paperwork for baby products?
Ask for these before you pay a deposit, and keep copies with the purchase order:
- The exact product name, size and variant list, so each variant can be registered (DM charges per variant).
- Production and expiry dates, so you can test the shelf-life rule at entry.
- For skincare, a composition report signed and stamped by the manufacturer's R&D department.
- For bottles and cups, the migration test report and conformity certificate.
- For toys, the EN 71 certificate or lab safety report that names your model.
If the paperwork does not name your exact item, treat it as missing.
Which marketplace suits baby products?
Amazon.ae lists Baby at 8% for a sales price of AED 50 or less and 15% above AED 50, with a AED 1 minimum; Toys are 14%. Fees exclude VAT. For example, a AED 40 pack of wipes pays AED 3.20, while the same pack sold at AED 60 pays AED 9.00, so pricing just under AED 50 matters. The price-band logic is in referral fees by category. For a family-focused marketplace, see the Mumzworld seller guide. Whichever channel you use, UAE consumer protection applies to goods sold through e-commerce platforms registered in the UAE; see online returns and consumer protection.
Check this first. This page is general information, not legal or regulatory advice. Confirm product rules with Dubai Municipality and, where relevant, MoIAT and TDRA.
FAQ
Do I need approval to sell baby products in the UAE? It depends on the product. In Dubai, baby skincare is registered as a cosmetic, bottles as food contact materials, toys with EN 71 documents, and supplements through registration.
Are baby wipes cosmetics? DM's e-commerce guideline lists body and facial wipes under cosmetics and personal care products. Register them like other cosmetics, with artwork and a conformity certificate, composition report or lab report.
What test does a feeding bottle need? DM asks for a conformity certificate from approved sources and a material migration test report (OML/SML) for food contact materials. DM handles these at its port-of-entry counters, not on Montaji.
How much does DM charge? The registration processing fee is AED 10 per product and variant, and AED 50 per container for release; payments are not refundable. Lab tests are extra and unpublished.
What is the Amazon.ae referral fee for baby products? 8% on a sales price of AED 50 or less and 15% above, with a AED 1 minimum. Fees exclude VAT.
Does the shelf-life rule apply to baby products? Yes where the product has a shelf life: DM requires at least 50% remaining and not less than six months at entry. Ask your supplier for production and expiry dates before you buy.
Can I sell infant formula with this process? This guide does not cover it. Infant formula is a food product with separate rules, and we did not verify them for this page. Ask the food authority that licenses you.
