To sell supplements online in the UAE you register each product before it is sold, and in Dubai that means Dubai Municipality (DM) through Montaji. DM's guideline says no health supplement may be manufactured, imported, exported, advertised, sold or distributed in Dubai unless it is registered there, and registration is valid for 5 years. For online sellers DM's e-commerce route adds a test report from a DM-approved laboratory and a AED 10 processing fee per product and variant. Both documents were current as of October 2026.

This page is about running a supplement store: which route applies, what you can say, and what marketplaces charge. The registration dossier itself is in supplement registration in the UAE, and we do not repeat it here.

Which regulator covers online supplements: DM or EDE?

There are two routes in the sources we read, and which one you use depends on the product and where you operate. Check which applies before you spend on testing.

Route Who runs it What it says Cost and time
Dubai route Dubai Municipality, via Montaji Supplements are registered before import, advertising or sale in Dubai AED 10 per product and variant processing fee
General-sale healthcare product route Emirates Drug Establishment (EDE) Its service lists dietary supplements in scope AED 100 application, AED 5,000 registration, 45 working days, 5 years valid

DM's own text does not give a registration fee or a processing time for supplements. The EDE figures are the ones on its service page in October 2026. Ask in writing which route your product and your sales channel fall under, and keep the reply.

What do you need before you list a supplement online?

DM's e-commerce guideline sets prerequisites for the company: a valid Dubai license with an e-commerce license and consumer-products activity, a valid Importer Code, a designated warehouse in Dubai (Free Zone) and your own e-commerce portal. The supplements guideline separately says the applicant must be a company incorporated in Dubai, or one with a warehouse in Dubai, and the trade license must show an activity related to health supplements. If you are choosing a license, start with what license you need to sell online in the UAE.

For the product itself, DM asks for:

  1. Product artwork or image.
  2. A product conformity certificate from approved sources, or an ingredient report.
  3. A test report from a DM-approved laboratory.
  4. Other documents where deemed necessary, for example a halal certificate.

If an ingredient comes from an animal source, see the halal certificate guide.

What can you say about a supplement in your store and ads?

DM's supplement guideline says a health claim about vitamin or mineral supplementation is permitted only where the amount is above 30% of the RDA (recommended daily allowance). Any claim about preventing, treating or curing disease must not appear on labels, brochures, leaflets or advertisements. DM defines a supplement as a product that is not intended to prevent, treat, cure or alleviate the symptoms of medical conditions.

Advertising needs its own step: DM says any advertisement or promotion, including on social media, needs pre-approval in Montaji. That covers your product page copy, your Instagram posts and influencer content. See the advertiser permit guide for the separate media permit question.

Check this first. Do not copy claims from the brand's overseas website. A line such as "boosts immunity" or "treats joint pain" can fail DM's claims rule even if it is legal in the country of manufacture.

What happens if you sell an unregistered supplement?

DM's e-commerce guideline lists fines for importing companies:

Problem Fine
Importing unregistered, spoiled, expired or contaminated products AED 1,000 per product
Missing or non-compliant document or certificate AED 500 per certificate
Halal certificate non-compliance AED 1,000
Importing an item not stated in the application AED 2,000

Imported products must also have at least 50% of shelf life left and not less than six months at entry. For example, 20 unregistered products in one consignment would be AED 20,000 at the per-product rate. That is an illustration from the published figure; DM decides actual enforcement. DM also warns that the company is responsible for the safety of what it imports.

What does it cost to sell supplements on Amazon.ae?

Amazon.ae lists Health & Personal Care at 8% for a sales price of AED 50 or less and 15% above AED 50, with a AED 1 minimum fee. Fees exclude VAT. For example, a protein tub sold at AED 180 pays 15% = AED 27 in referral fees before fulfilment, storage and ads. Rates differ by category and change, so check the page on the day you price.

Some categories need Amazon's approval before you can list. Amazon says it may run performance checks and require other things, and that you request approval in Seller Central. It does not publish a full list on the pages we read, so check your own account. See Amazon.ae category approval and the referral fees by category table. On noon, read the noon seller registration guide first.

In what order should you do it?

Work in this order so you do not pay for stock you cannot sell:

  1. Choose the route (DM or EDE) and write down the answer you received.
  2. Get your license, Importer Code and Dubai warehouse arrangements in place.
  3. Register one product with its artwork, ingredient report and DM-approved lab report.
  4. Get your claims and advertising approved in Montaji before you publish.
  5. Only then place the full order and open listings. An unregistered product can be fined on import.

The Montaji registration guide walks through the portal screens.

Do you need an Arabic label or Arabic information?

DM's supplement guideline requires label information in clear English and/or Arabic. For your store, the consumer protection law says businesses must give Arabic information on products, specifications, contract terms, payment and warranty, and the invoice must be in Arabic. The label rules by category are in Arabic label requirements in the UAE.

Check this first. This page is general information, not legal or regulatory advice. Confirm the route and fees with Dubai Municipality (Montaji) and, where relevant, the Emirates Drug Establishment.

FAQ

Can I sell supplements online in the UAE without registration? Not in Dubai. DM says no health supplement may be imported, advertised, sold or distributed in Dubai unless it is registered. Other emirates and the federal route are not covered on the pages we read, so ask the authority that licenses you.

How long is a supplement registration valid? DM says registration is valid for 5 years. The EDE service page also gives five years from the committee's approval. Check your certificate for the exact date and renew early.

How much does it cost to register a supplement? DM's e-commerce guideline gives AED 10 per product and variant as the processing fee, and the supplement guideline gives no fee. The EDE route lists AED 100 plus AED 5,000. Lab testing is extra and unpublished.

Can I advertise supplements on Instagram? Only with approval. DM says any advertisement or promotion, including social media, needs pre-approval in Montaji, and disease claims are not allowed. Treat influencer posts the same way.

Do I need a test report from a laboratory? For DM's e-commerce route, yes: a test report from a DM-approved laboratory. The approved lab list is on DM's side, and prices are set by each lab.

Does Amazon.ae require approval for supplements? Amazon does not publish a full approval list on the pages we read. It says restricted categories can require approval requested through Seller Central. Open the listing flow in your account to see whether your product is gated.

Can a free-zone company sell supplements to consumers? DM's e-commerce route asks for a designated warehouse in Dubai (Free Zone), and B2C import from a free zone to the consumer carries no DM fee. Mainland sale rules are in can a free zone company sell in mainland UAE.

Next step

Register one supplement end to end, with a lab report and approved claims, before you scale the range. When the products are cleared, Blooprint can run your Amazon.ae and noon accounts, catalogue and advertising; see Amazon.ae account management.
