By Blooprint team ยท Published 10 October 2026 ยท 6 min read

Key takeaways

  • The National Media Authority issues an advertiser permit for individuals who provide advertising or media content on social media, with a published fee of nothing for the first 3 years and AED 1,000 after that.
  • The application needs a digital ID, passport, personal photo and a commercial license, and the NMA page states a processing time of 3 working days.
  • Applicants must have good conduct, no cancelled permits or dues to the authority, and must complete the authority's training program.
  • The NMA pages we opened do not say whether a company's brand account needs this permit, so a seller should ask the authority in writing.

The UAE advertiser permit is a permit from the National Media Authority (NMA) for an individual who provides advertising or media content on social media and other digital platforms. The NMA lists the fee as free for the first 3 years and AED 1,000 after 3 years, with a stated processing time of 3 working days, as of October 2026. If you sell online and pay creators to promote your products, or you post promotions yourself as a personal brand, this page explains what the NMA publishes, what it leaves unsaid and what to ask before you act.

What is the advertiser permit?

The NMA service page is titled "Permit for an Individual to Provide Advertising or Media Content on Social Media and Other Digital Platforms". The NMA's initiatives page describes the related Visitor Advertiser Permit as granted to individuals entering the UAE on a visit visa who want to offer advertising content through social media, whether for monetary or non-monetary purposes.

The wording "monetary or non-monetary" matters: that page says the visitor permit covers unpaid promotion too. The resident permit's service page describes the same scope, paid or free. So a free product in exchange for a post can still be advertising content.

The permit is for individuals. We found nothing on the NMA pages that says how it applies to a company brand account, a marketplace seller's own social page or an agency. See the section below.

Who needs it, and who is exempt?

The NMA pages we opened do not list exemptions or give a deadline or penalty schedule for people who do not hold a permit. News articles discuss exemptions and enforcement dates, but they are not primary sources, and we did not verify them. Do not rely on an exemption you read in a blog post.

Practical reading for a seller:

Situation What we can say
You are an individual who posts advertising or media content on social media This is the permit the NMA publishes for you
You visit the UAE on a visit visa and want to post advertising content A separate Visitor Advertiser Permit exists, applied for through a licensed UAE advertising agency, AED 500, valid 3 months
You pay creators to promote your products Ask the creators whether they hold the permit; the NMA pages do not state your duty as the brand
You run a company brand page The NMA pages do not say; ask the NMA in writing

Check this first. If you contract a creator, ask for a copy of their permit before you pay, and put the requirement in the contract. That protects you whichever way the NMA answers the brand question.

What does the permit cost?

The NMA service page states two fee lines:

Period Fee
First 3 years Free of charge
After 3 years AED 1,000

The page does not state the permit's validity period, so we cannot say how often you renew. It states the processing time as 3 working days. Fees can change, so check the page on the day you apply.

What documents and conditions apply?

The documents listed are a digital ID, a passport, a personal photo and a commercial license. The commercial license item is the one to plan for: a creator or a freelancer with no license cannot just upload a passport. For license options and costs, see what license you need to sell online in the UAE and Instagram business license in the UAE.

Eligibility conditions on the same page:

  • Good conduct, and no conviction for a felony or a dishonesty-related offense unless legally rehabilitated.
  • No previously cancelled permits.
  • No outstanding financial obligations to the authority.
  • Completion of the authority's training program.

How do you apply?

The NMA states the steps:

  1. Sign in to the NMA e-services system.
  2. Choose the service.
  3. Fill in the required data and upload the documents.
  4. Submit the application.
  5. Check whether it is approved or rejected.
  6. Pay the fee if approved.

With the first 3 years free, step 6 may cost nothing at first. Keep your approval for your records and for brand partners who ask for it.

How does the permit relate to your advertising duties as a seller?

The permit is about who may publish advertising content. Your duties about what you say are separate. The Ministry of Economy says the e-commerce law requires sellers to avoid deceptive practices and false product descriptions and to follow approved conditions for promotional campaigns and customer data sharing. The federal consumer page says suppliers who advertise misleading prices and false data face penalties.

So whatever your creators post must match your real price, product and stock. Read the UAE e-commerce law explained and, for customer data used in campaigns, UAE data protection for an online store.

General information, not legal advice. Confirm with the NMA.

What should a creator contract say?

You do not need a lawyer to cover the basics, though you may want one for the final text. Put these points in writing before any payment:

  1. The creator confirms they hold the NMA permit and sends a copy before the campaign starts.
  2. The creator uses only the price, product claims and warranty wording you supply.
  3. You can request removal of a post that shows a wrong price or an unapproved claim.
  4. Any customer data collected in the campaign is handled under your data rules.
  5. Payment is released after the posts go live and the permit copy is on file.

What if you only sell on Amazon.ae and noon?

Marketplace advertising, such as sponsored product ads, runs inside the platform and is a different thing from a social media post by an individual. This permit page is about the second kind. If you also send traffic from creators to your listings, the creator rules above still apply. How to run the marketplace side is in Amazon.ae PPC guide.

FAQ

Who issues the advertiser permit in the UAE? The National Media Authority publishes the service "Permit for an Individual to Provide Advertising or Media Content on Social Media and Other Digital Platforms" on its website. Older articles name a different body, so use the current NMA page.

How much is the UAE advertiser permit? The NMA lists the first 3 years as free of charge and AED 1,000 after 3 years. The page does not state a renewal interval.

What documents do I need for the advertiser permit? A digital ID, passport, personal photo and commercial license, according to the NMA service page. Applicants also need good conduct, no cancelled permits or dues to the authority, and must complete the training program.

How long does the advertiser permit take? The NMA page states a processing time of 3 working days. Allow extra time for the training program and for getting a commercial license if you do not hold one.

Does my company need an advertiser permit to post on its own Instagram? The NMA pages we opened do not say. They describe permits for individuals. Ask the NMA in writing and keep the reply; do not rely on a consultancy's reading.

Do visitors to the UAE need a permit to promote products? The NMA lists a Visitor Advertiser Permit for people on a visit visa who offer advertising content on social media for monetary or non-monetary purposes. The NMA service page says the application goes through a licensed UAE advertising agency, the fee is AED 500, the permit lasts 3 months and extensions cannot take the total past 6 months.

What is the penalty for advertising without a permit? The NMA pages we opened do not state a penalty. Some media articles mention fines, but we could not verify them on an official page, so we do not quote any. Ask the NMA before you rely on any figure.

What to do next

Decide who in your marketing plan is an individual publisher, check each one holds the permit, and ask the NMA in writing how your brand account is treated. For marketplace sales, advertising runs inside Amazon.ae and noon, and Blooprint, an Amazon Ads Advanced Partner, can run your marketplace ads management.
