To ship from the UAE to a customer in Saudi Arabia, treat the parcel as an import into Saudi Arabia. ZATCA, the Saudi tax and customs authority, says goods received from another GCC state are deemed imported: a customs declaration is filed and VAT is paid to ZATCA by the importer, using the same procedure as for imports from outside the GCC. Do you pay customs duty and VAT on UAE goods sent to Saudi Arabia?

Two separate charges apply, and they follow different rules.

VAT. ZATCA's guideline (second edition, May 2026) states that during the transitional period, VAT on goods from another GCC state is paid to ZATCA by the importer, and that the declaration and VAT collection procedure is the same as for imports from outside the GCC. The guideline says the transitional rules stay in force until the GCC electronic services system is implemented in all member states.

Customs duty. ZATCA's e-store page for individual customers returned "not found" when we opened it in October 2026, so we do not state a duty-free threshold from ZATCA. noon's UAE-to-KSA guide says customs duties apply to items priced over SAR 1,000 on its lane and are added to the customer's retail price. For courier shipments outside noon, confirm the current duty rule with ZATCA or your courier before you rely on any threshold.

Check this first. The UAE-GCC customs union ended export and transit procedures between member states in the UAE's own description of it. That does not remove Saudi Arabia's VAT import treatment. Do not assume a GCC parcel crosses the border without a declaration.

Who is the importer, and who clears the parcel?

This decides who pays and who is liable, so settle it before shipping.

  • Customer as importer. The courier clears the parcel in the customer's name and collects duty and VAT from the customer on delivery. Common for small B2C parcels. Your customer sees a surprise charge unless you tell them at checkout.
  • You as importer of record. You (or your agent) declare the goods and pay the VAT. You need a Saudi customs registration route, which we do not cover here.
  • Marketplace as importer. On noon's UAE-to-KSA lane, noon pays the import VAT to the Saudi authorities at the border, per noon's seller guide.

Ask the courier in writing which model your quote assumes. A quote that looks cheap often excludes clearance.

How does the noon UAE-to-KSA route work?

noon runs a lane for UAE sellers to sell in Saudi Arabia. It runs as an opt-out programme: noon checks eligibility, enrols eligible UAE sellers automatically and creates a KSA store. According to noon's seller help, your products go live only after you sign the KSA terms and provide a 12-digit HS code and the country of origin for each product, and you do not need a Saudi license or Saudi VAT registration. What documents do you need?

For a courier shipment:

  1. Commercial invoice with the full product description, quantity, unit value and currency.
  2. The HS code for each product. See HS codes for GCC sellers.
  3. Country of origin for each product.
  4. Consignee name, address and a working phone number.
  5. For restricted goods (perfume, batteries), the carrier's dangerous goods declaration. See shipping perfume and batteries.

Undervaluing the invoice to dodge a charge is a customs offence and can lead to seizure. Declare the real value.

What about the UAE side: do you charge VAT on the export?

The Saudi side is documented by ZATCA. For the UAE side, the Federal Tax Authority's rules decide whether your supply to a Saudi customer is zero-rated and what proof you keep. We could not open the FTA's export page in this check, so we do not state the evidence rules or deadlines. noon states that GCC exports are zero-rated and that Exit Bayan numbers act as proof of export on its lane. That is noon's process for orders on its own lane, not a general rule for your own website sales.

How do you pick a courier for the UAE-KSA lane?

  • Does your quote include Saudi customs clearance and the declaration fee?
  • Who pays the 15% VAT, and when?
  • What is the COD policy to Saudi Arabia, if any? See COD courier charges.

If you are small and new to Saudi Arabia, the marketplace lane removes the most paperwork. If you sell on your own website, the courier routes put the customs risk on you or on a surprised customer, and that is where refused parcels come from. A parcel that a Saudi customer refuses at the door because of an unexpected VAT charge is still your cost to bring back or abandon, so say clearly at checkout who pays what.

How long does UAE to Saudi delivery take? No courier or authority publishes a standard transit time that we could cite, so we do not give one. Ask the courier for the delivery time by city, including customs clearance, and treat it as an estimate.

Who pays Saudi VAT on a courier parcel? It depends on the importer of record in your courier's set-up. In ZATCA's rules the importer pays; for a customer-cleared parcel that is usually the customer. Ask the carrier, and tell the customer at checkout.
