Yes, a UAE company can sell to Saudi customers without setting up in Saudi Arabia, but only by some routes. The easiest is noon's UAE to KSA lane: noon says that if you are an active noon UAE seller, you can expand into Saudi Arabia "without needing a KSA trade license or KSA VAT registration". Selling from your own store or to a Saudi importer is harder, because customs, SABER conformity and VAT land on you. This page compares the three routes as of October 2026.

How does the noon UAE to KSA lane work?

It is an opt-out programme. If your account qualifies, noon creates a KSA store from your UAE store details, links your UAE legal entity to it, marks that entity as not VAT-registered in KSA, and routes your UAE prices through its pricing engine.

noon's stated eligibility conditions:

  • A live, active UAE store with all UAE terms signed.
  • At least one active, non-bulky, non-direct-delivery FBP warehouse in the UAE, or active sales through FBN.
  • At least one active authorised signatory linked to your UAE legal entity.
  • No existing KSA store. If you already have one, email seller@noon.com.

What must you do before products go live on noon KSA?

Two things, both mandatory according to noon:

  1. Each authorised signatory signs the KSA terms and conditions that noon emails. Until then the KSA store stays offline.
  2. Every product needs a 12-digit HS code and one country of origin. noon points sellers to the ZATCA tariff search for the correct code and says HS code accuracy is the seller's legal responsibility.

noon says allow up to 24 hours after the update for products to go live. If a product is not live, the Global Catalog view in Seller Lab shows the reason.

What does the lane cost, and what does the customer pay?

noon says no new fee categories apply: your UAE FBN or FBP rate card is used, KSA VAT of about 15% applies to noon's fees on cross-border transactions, noon pays a VAT subsidy of about 10%, and an import VAT recovery fee of about 15% appears on your statement, which noon says does not reduce your expected payout because the customer price already includes 15%. noon gives these as approximate figures, so check your own Seller Lab statement before you price. It also says: you do not set KSA prices yourself. The pricing engine takes your UAE price, removes UAE VAT where you have a VAT certificate, then adds KSA VAT at 15% and any cross-border logistics fee and import duties that apply. Customs duties on items priced over SAR 1,000 are added to the customer's price and do not change your payout. Cross-border orders also come with a limit: noon says replacements are not supported and customers can only return items for a full refund. Unlike noon's lane to Bahrain, Qatar, Oman and Kuwait, the KSA lane carries a warranty duty: noon says Saudi consumer protection law requires you to provide warranty support for applicable items, through a KSA facility, a KSA service centre or noon-approved service centres.

What changes if you sell from your own store?

You become the party who has to get goods through Saudi customs and make sure they may be sold. Three things matter first.

Customs and duty. Saudi customs authority ZATCA says a personal e-store purchase from abroad is exempt from customs duty when the total, including goods, shipping and insurance, is under SAR 1,000 and no clearance permission from another party is needed. The same page says VAT is not exempt and is applied to the whole customs declaration amount, including duty. That page is written for personal shipments. It does not tell a business which rule governs its own B2C parcels, so confirm with your courier or a Saudi customs broker. Under the GCC customs union the UAE authority describes duty as collected once at the first point of entry, but that does not remove Saudi VAT or Saudi product rules; see GCC customs union and single duty.

Saudi VAT. The Saudi rate in noon's pricing engine is 15%. Whether your own store must register depends on how you sell. That has its own page: Saudi VAT for UAE companies.

Product conformity. Many regulated products need a SABER certificate before they can enter. Fees are on SABER certificate cost, and the process is in SABER and SASO certification.

Do you need a Saudi commercial register or a Saudi license?

For the noon lane, noon says no trade license is needed. For your own online store, the Saudi E-Commerce Law has been enforced since 20 October 2019, and the Ministry of Commerce says its Business Platform is the only place to verify and register e-stores, requiring a commercial register or professional certificate and a commercial bank account. We found no official page that says whether a UAE company with no Saudi commercial register must register. A 2020 summary of the Executive Regulations by law firm Clyde & Co says the register duty applies only to businesses with a Saudi trade license and that businesses outside the Kingdom may register but do not have to. Check this first. Do not assume a route is allowed because a competitor uses it. Ask noon, your courier or a Saudi adviser to confirm in writing for your product category.

How do you ship from the UAE to Saudi customers?
