The question Indian brands ask first is whether they are even allowed to sell on noon without a Dubai company. As of September 2026 the answer in noon's own documentation is yes, and there are three separate routes with genuinely different requirements. Most agency write-ups collapse them into one, which is why sellers end up chasing a trade licence they may not need or a UAE VAT certificate they definitely do need. This page separates them.

Which route onto noon actually applies to you?
noon classifies sellers into Local, International and Individual. Individual registration exists in Egypt only, using a Data Certificate, so it is irrelevant here. Separately from that classification, noon runs a Global Selling programme with an India to UAE and KSA lane. That lane is the one most Indian exporters want, and it is the one that does not appear in the standard registration article at all.

The contradiction worth knowing about. noon's VAT FAQ says that if your company is not registered in the country you sell in, a VAT certificate issued by that country is mandatory. The Indian-seller global store guide says the opposite: select non-VAT registered while creating the legal entity. Both are current. They are not in conflict because they describe different programmes — the first is marketplace International Seller registration, the second is the India global selling lane where noon and its affiliates handle the import. If you are told you must hold a UAE TRN to sell from India, ask which of the two the adviser means.
What does noon require to activate an India global store?
noon's own sequence for the India lane is four steps, and the order matters because the later approvals re-check the earlier ones:
- Create the store. Registration starts with an Organisation ID (email and phone OTP, an internal organisation name), which yields a Project ID. A phone number from any country is accepted at this stage.
- Create the legal entity. Select non-VAT registered in the tax details section and enter your GSTIN registration details if available. The entity then goes through an approval flow.
- Link the bank account. noon states the designated account details should be compatible with receiving payments in USD.
- Sign the terms. The T&Cs go to the business representative by email. noon re-reviews legal entity eligibility after signing, and eligibility approval can take 24 to 48 working hours.
One legal entity per trade licence, and the same documents cannot be reused across two accounts. If the named person on your registration document is not the person whose ID you upload, noon wants a power of attorney.
How does the consolidation centre and daily PO cycle work?
This is the part that surprises Indian sellers: you never ship to Dubai yourself. Under the cross-border programme, products are handled or delivered by noon, its affiliates or third parties it appoints, and sellers drop-ship to noon's consolidation centre in India. Operationally, that turns into a daily purchase-order loop run through the Globalship Portal:
- noon emails a purchase order every day listing products, quantities and pricing. The same documents sit in the portal's shipping document section.
- You raise a GST invoice against that PO — both GSTINs, bill-from and bill-to, shipped-from and shipped-to, a unique sequential invoice number, HSN codes, taxable value, GST rate and amount, and place of supply. Invoice only what has passed your own quality check, and the invoice value must not exceed the PO value.
- In the portal you create the shipment, upload the invoice PDF, add boxes with an item-list CSV, give dimensions and weight if you want first-mile pickup, then generate the AWB. noon says AWB generation takes 15 to 20 minutes.
- Every unit inside the box needs a scannable barcode carrying its GTIN, matching the barcode you gave at catalogue creation. noon states items will not be processed without a scannable GTIN.
- Each PO is packed separately. Every box carries the shipping label, packing list and your invoice on top. The pickup or handover manifest must show the handover date, AWB numbers, and your signature and stamp — shipments are rejected without one. Keep the stamped copy as proof of delivery and send it to noon.
Stock and price both live in the Globalship Portal rather than Seller Lab for this lane. Stock uploads take a CSV with partner_sku and stock_gross; transfer price takes partner_sku and transfer_price in USD or INR, in whichever currency you agreed at onboarding, and syncs immediately. Only CSV works — an .xlsx upload fails outright. Errors come back as a partial-success file you have to download and read.
What can you actually list on the India lane?
noon publishes three hard limits for Indian cross-border SKUs: the item must not be fragile or a dangerous good, its volumetric or actual weight must not exceed 2 kg, and it must not be prohibited or restricted by law in the UAE or KSA. That 2 kg ceiling quietly rules out a lot of home, appliance and bulk-pack categories, and it is the single most common reason a catalogue plan has to be rewritten.
On the content side, Indian sellers sit on the FBP module and use the NIS cataloguing sheet in Seller Lab. Country of origin is mandatory for global sellers. Gender, brand, category, sub-category, colour and basic type are all mandatory fields. HS codes go in through the Global Product Importer — noon asks for the 8-digit code on the India lane and a 12-digit KSA code on the UAE-to-KSA lane, and it states plainly that it is not liable for customs delays caused by wrong or missing codes. Prices go in through the Global Price Importer in USD, exclusive of VAT and GST, with the country code set to AE or SA. Who is the importer, and what happens to VAT?
On the India lane noon and its appointed parties handle the cross-border leg, so you are not appointing your own importer of record in the UAE and you are not registering for UAE VAT. That is exactly why the legal entity is created as non-VAT registered. noon charges VAT on its own fees regardless — 5% in the UAE and 15% in KSA — and a non-resident seller generally cannot recover it, which makes every fee line about 5% or 15% more expensive than it looks on the rate card. We could not verify this. Whether your movement to noon's Indian consolidation centre counts as a domestic supply or an export in your GST filings, and what that does to your refund position, depends on the contract noon signs with you and on advice we are not qualified to give. noon's documentation specifies the invoice fields and nothing about your export benefits. Take that question to your CA before you model the margin.
How do you get paid back to India?
Payouts run on noon's standard weekly cycle. Statements are issued weekly in Seller Lab under Payments and Fees, and money lands 1 to 2 business days after the due date, longer around bank holidays. The threshold depends on currency matching: 100 AED, SAR or EGP where your bank account currency matches the marketplace currency, and 1,000 AED or SAR where it does not. An Indian seller paid in USD sits on the second row, so the effective floor is 1,000 AED or SAR per payout, roughly Rs 23,500. For global accounts you pull statements by selecting UAE or KSA as the country in Seller Lab.
What does it cost, in AED, SAR and rupees?
noon publishes no joining fee, listing fee or monthly subscription on any page we read. What you pay is the normal rate card: a referral fee by category, a fulfilment fee, and VAT on both. Returns come back to a free-zone warehouse in the UAE or KSA for a quality check, after which saleable stock is re-inventoried and non-saleable stock is either liquidated at a pre-agreed rate card or sent back to you. Two honest caveats. First, that 86.32 AED is before your product cost, your packing, your movement to the consolidation centre and any returns, and the referral rate changes with category and price point — cleaning and hygiene, for example, moved to 7.5% up to 50 AED and 14% above from 10 September 2026. Second, noon publishes no rate card for the India-lane first-mile or for non-saleable liquidation; those are commercial terms in your own agreement, so we will not invent a number for them. Ask for both in writing before you commit to a price.
How long does launching actually take?
noon publishes only one timing commitment in this flow: legal entity eligibility approval within 24 to 48 working hours, with cross-border tax detail approval quoted the same way. Everything else is you. Plan six to eight weeks from decision to steady orders — store and documents in week one, entity approval and T&C signature in week two, catalogue with HS codes and country of origin across weeks three and four, then a first PO cycle to shake out the barcode and manifest problems. The catalogue is the bottleneck, not the paperwork.
