A 3PL (third-party logistics provider) in Dubai stores your stock, picks and packs orders, hands them to couriers and often handles returns. We found no public rate card for any Dubai 3PL as of October 2026, so storage, pick-and-pack, courier and return-handling prices have to come from written quotes. What the authorities do publish is the tax side: moving goods from a Designated Zone into the mainland is treated as an import, and services supplied inside a Designated Zone are treated like services anywhere else in the UAE. Do you need a 3PL, or can you ship from your own space?

Start with order volume and product type, not with a warehouse tour. You can ship from your own stock room or a flexi-desk-plus-storage arrangement while orders are few and the products are small. A 3PL starts to make sense when one of these is true:

  • Packing time is eating the hours you need for sourcing and marketing.
  • You sell on several channels and stock counts drift between them.
  • You need to meet delivery promises you cannot meet from a spare room.
  • Your products need controlled storage or special handling.
  • Returns pile up and nobody inspects them quickly.

If most of your sales are on Amazon.ae or noon, check marketplace fulfilment first. Amazon says that for FBA products it picks, packs, ships and provides customer service. noon describes FBN as storing your products in noon's warehouse, with noon shipping orders and taking care of customer queries and returns. What does a 3PL in Dubai do?

A typical service list, which you should confirm line by line with each provider:

  1. Inbound receiving. Checking cartons against your advance shipping notice and counting units.
  2. Storage. Pallet, shelf or bin storage, sometimes with temperature control.
  3. Pick and pack. Picking each order, packing it, printing the label.
  4. Courier handover. Daily collection by one or more couriers.
  5. Returns. Receiving, inspecting and restocking or quarantining returned items.
  6. Inventory reporting. Stock by SKU, batch and expiry date.
  7. Integrations. Connection to your store, marketplace or order system.

Some 3PLs also offer extras such as kitting, gift wrap, labelling and Arabic-label application. Ask for each extra as a separate price line. The Dubai South page for EZDubai describes it as a "Dedicated E-Commerce Zone & Fulfilment Hub", but it gives no service specifications or prices that we could read. Treat zone marketing as an introduction, not a quote.

Does the warehouse location change your VAT?

It can. This is general information, not tax advice; confirm with the Federal Tax Authority (FTA) or a registered tax agent.

The FTA's Designated Zones guide sets out these points:

  • Only Free Zones identified by Cabinet Decision are Designated Zones, and a free zone that is not one is treated like any other part of the UAE.
  • Certain supplies of goods made within Designated Zones are not subject to UAE VAT, while supplies of services made within them are treated the same as services in the rest of the UAE.
  • A movement of goods from a Designated Zone into the mainland UAE is treated as an import of goods into the UAE, and import VAT is payable by the importer.

For an e-commerce seller delivering to UAE customers, this means a Designated Zone warehouse does not remove VAT from your mainland sales. Your parcels still cross into the mainland, and the 3PL's service fee follows normal service rules. Ask the 3PL whether the site is in a Designated Zone, who acts as importer when stock leaves the zone, and how the customs declaration is filed. Check this first. Ask the 3PL for the written statement of who is the importer of record when stock moves from its zone warehouse to a mainland customer. A vague answer here is where VAT and customs mistakes start.

What should a 3PL quote include?

Because rates are not public, send every shortlisted provider the same brief and compare the answers in one table.

Quotes are only comparable if the brief is identical. Ask for the quote to be dated and to say how long it is valid.

How do you compare 3PLs before signing?

  • Visit or video-tour the site. Look at racking, labelling, cleanliness and how stock is separated by client.
  • Test with a small batch. Send a limited stock lot for a month before moving everything.
  • Check integration. Confirm the data flow into your store or marketplace tools works for your SKUs.
  • Ask for references you can call, and check any claims they make about delivery speed against your own data after the trial.
  • Read the contract for stock ownership. Your goods remain yours, and the contract should say how you can recover them if there is a dispute.

Worked example: comparing two quotes

With 300 orders a month and 20 returns, 3PL A costs AED 600 + (300 x AED 4) + (20 x AED 3) = AED 1,860, and 3PL B costs AED 400 + (300 x AED 6) + (20 x AED 8) = AED 2,360. At 50 orders a month and 5 returns, 3PL A costs AED 600 + AED 200 + AED 15 = AED 815, which is under its AED 1,000 minimum, so you pay AED 1,000. 3PL B costs AED 400 + AED 300 + AED 40 = AED 740. The cheaper provider flips with volume. Run your own volume, return rate and minimums before you choose.

What goes wrong with 3PLs?

  • Stock variance. Counts in the 3PL's system differ from yours. Fix: a cycle count schedule written into the contract.
  • Slow returns processing. Returned units sit unprocessed and cannot be resold. Fix: agree a turnaround time and a report. See e-commerce returns in the UAE.
  • Unclear tax and customs status. Stock stored in a zone is moved into the mainland without a clear importer. Fix: settle this in writing before the first shipment.
  • Minimums that outrun volume. You pay a monthly minimum while orders are low.
  • Lock-in. High exit fees or long notice make it expensive to leave.

FAQ
