To sell on Instagram in the UAE you need a license that fits your business, goods that are legally approved for sale, tax invoices in Arabic, and a way to take payment and deliver. The Dubai government says the e-commerce law covers sales through social media and that traders may sell only goods and services "legally approved for trade in the UAE". What do you need before your first Instagram sale?

Work through this list in order:

  1. A license. The UAE does not give Instagram sellers an exemption. In Dubai the E-Trader license is a home-based license for freelancers and entrepreneurs, "specifically tailored for individuals selling products or services through social media and online platforms", issued only as a sole proprietorship so the owner carries full responsibility.   2. Approval for what you sell. Items that need special approval are off-limits until you get it. Cosmetics, food and supplements are the usual traps.
  3. A business Instagram account with your trade name, license details where required, contact details and a clear returns and delivery policy in the bio or highlights.
  4. A payment method you can reconcile.
  5. An invoice template that meets the Arabic rule and, if you are VAT registered, shows your tax details.
  6. A delivery plan with a courier or your own driver.

Dubai also says all eTrade licenses require an approval or NOC from the TDRA, though the page does not say whether that applies to the E-Trader license itself. Ask the licensing authority when you apply.

How do you take orders on Instagram?

Instagram has several ways to show products, and the safest way to plan is to assume the order is taken off Instagram. We could not confirm whether Instagram's own shop and checkout features are open to UAE businesses. A search result for Meta's help pages suggested the UAE was listed under a managed-partner group, not an open market, but we could not open the page to read it. Check Commerce Manager in your own Meta Business account before you build a plan around it.

DMs feel simple, but every sale needs a written order record: product, size, price, delivery address, phone number and payment status. A spreadsheet is enough at the start. Once you do more than a few orders a day, move to a shop with stock control.

How do you get paid?

You have three realistic options, and each has a tax and cash-flow consequence.

  • Bank transfer. Cheap, but you chase proof of payment, and customers dislike sending money to a personal-looking account. Use a company account in the license holder's name.

Whatever you choose, issue an invoice for every sale. Arabic must be on it, so a template with English and Arabic lines is the safe pattern.

When do you charge VAT?

You must register for VAT once your taxable supplies pass AED 375,000, and you may register voluntarily from AED 187,500. Sales on Instagram count toward the same total as sales anywhere else, so add up Instagram, website and marketplace revenue, not only one channel.

If you are not registered, do not add VAT to a price or invoice. If you are registered, issue tax invoices and file returns. Do influencers and promotions need extra permission?

Separate from your license, the UAE Media Council has an advertiser permit for people who advertise products on social media. Its guide exempts a person who advertises their own product or service, or a company they own, through their own personal account. If you pay creators to promote your products, the rule for them is different, so ask each creator whether they hold a permit. The guide's fee table lists issuing the advertiser permit as free for the first 3 years, as of October 2026. When should you move from Instagram to a marketplace?

Instagram is good at showing a brand; it is poor at stock control, search demand and repeat orders at scale. Common triggers for adding a marketplace:

  • you are replying to the same questions all day;
  • you are out of stock on a size and still taking orders;
  • customers ask for delivery tracking and returns you cannot give;
  • you are near the VAT threshold and want clean records.

Amazon.ae publishes referral fees from 4.5% to 15% for most categories, and noon needs a valid trade license with a sales, trading, manufacturing or distribution activity. Both give you shoppers who are already searching, which Instagram does not.
