There is no separate "cloud kitchen license" that we could find on an official Dubai page as of 9 October 2026. A delivery-only kitchen in Dubai is a food business, so you need a trade license from the licensing authority with an activity that fits, and the food approvals Dubai Municipality requires for the kitchen. Dubai Municipality lists a "Request for Layout Assessment for Food Establishment Licensing" and a "Request for Permit Related to Food Activities", with no fees on the page.

Is a cloud kitchen license a real license type?

Not as a named product that we could verify. Consultancies sell packages under the name "cloud kitchen license", but we did not find a Dubai authority page that defines one. What the authorities publish are the building blocks:

  • a trade license with a food activity, from the licensing authority for your location (mainland or free zone);
  • Dubai Municipality's layout assessment and food permits for the premises;
  • the platform's own checks if you sell through delivery apps.

Check this first. Ask the licensing authority in writing which activity name covers a delivery-only kitchen with no customer seating, and ask Dubai Municipality in writing whether that activity needs a different layout than a restaurant. Do not rely on a consultancy's label. Keep both answers with your file.

What are the steps, in order?

This is the usual order of work, built from the services the authorities list. Confirm the detail with each one.

  1. Choose the location type. Mainland or a free zone. A free zone sets its own rules on food activities and on selling outside the zone, so ask its adviser. The license overview explains the choice.
  2. Find a commercial unit before you commit. The kitchen needs a layout that Dubai Municipality will accept. Ask the landlord if the unit's use allows food preparation.
  3. Get the layout assessed. Dubai Municipality lists "Request for Layout Assessment for Food Establishment Licensing" as a service. Do this before fit-out, not after, because a rejected layout means rebuilding.
  4. Obtain the trade license with the confirmed food activity.
  5. Apply for the food permits that apply to your activity. The same page lists "Request for Permit Related to Food Activities".
  6. Register the business and a person responsible for food safety with Dubai Municipality's food system, as it requires. Ask Dubai Municipality which registration and which named role your kitchen needs.
  7. Complete other premises approvals. Ask the authority whether tenancy registration, fire and safety clearance and ventilation approval apply to your unit. We have not verified the requirement from an official page, so ask.
  8. Apply to the delivery apps once the license and approvals are in hand.

How is a cloud kitchen different from a home kitchen?

Different rules apply, and the difference is the premises. Dubai's Intelaq home-business license, announced in 2020, states that for food preparation "a designated kitchen outside the home with an entrance from outside is mandatory". It is also open only to home-based projects 100% owned by UAE or other GCC nationals. A cloud kitchen is a commercial unit with a commercial license. What do delivery apps require?

talabat's UAE partner page, read on 9 October 2026, lists a trade license or business registration, a tax certificate if applicable, an Emirates ID, a power of attorney if applicable and a trademark certificate if applicable. It also states delivery within a 15 minute drive time from the business, and first payment 45 days after going live.

Those two facts shape the site decision. A cloud kitchen has no dining room, so the whole business depends on how many homes sit within the delivery circle. What does a cloud kitchen license cost?

The authorities do not publish a single price for a cloud kitchen, and the cost figures online conflict. The cost has several parts, and you should ask each authority for its own:

  • the trade license fee for your activity and location;
  • Dubai Municipality's service fees. The page we read lists service titles but no fees;
  • the premises: rent, fit-out and equipment;
  • your staff, including any visas;
  • platform charges.

If a consultancy quotes you one all-in figure, ask for it itemised by authority, so that you can check each line against the authority's own fee page.

What goes wrong?

  • Fit-out before approval. Building the kitchen before the layout is assessed.
  • Wrong activity on the license. A license that does not match what you cook or sell.
  • Residential premises. A cloud kitchen is a commercial operation. Do not assume a flat or villa qualifies.
  • Cash flow. Rent and staff for 45 days or more before the first platform payment.
