The simplest way for a UAE seller to reach Kuwaiti customers is noon's GCC cross-border lane, not a Kuwait account. noon lists only the UAE, KSA and Egypt as seller countries, but says its lane to Bahrain, Qatar, Oman and Kuwait is automatically enabled for active UAE sellers with eligible FBN or FBP DirectShip Express listings. Selling outside a marketplace means meeting Kuwait's own import rules. This page covers both, as of October 2026.

Can a UAE seller reach Kuwait through noon?

Yes, if you already sell on noon from the UAE. noon says eligibility is an active UAE seller account, listings fulfilled by noon (FBN) or FBP DirectShip Express, and a valid, approved UAE VAT registration. No separate application is needed, which means some sellers find products live in Kuwait without having chosen it.

The details are on noon GCC cross-border lane. The points that matter for Kuwait:

  • noon's cross-border fee is 5%, shown as "Import VAT recovery", and noon says your net payout per unit equals an equivalent UAE sale.
  • noon says it covers destination VAT and customs duties, so you do not pay or claim import VAT in the destination countries (same source).
  • Orders can be returned for a refund only: no replacements, and no warranty duty (same source).

What does Kuwait charge on imported goods?

Kuwait applies the GCC common external tariff. The US International Trade Administration's country guide says Kuwait approved the Single Customs Tariff on 1 April 2003, setting a 5 percent import duty (CIF) on most goods, with exceptions for 417 basic foodstuffs, agricultural, medical and pharmaceutical items, and 100 percent duty on tobacco. CIF means cost, insurance and freight, so the duty base includes your shipping cost.

The UAE authority describes the same customs union: duties are collected at the first point of entry into the union, at a common 5%. Duty-free treatment for GCC-made goods is conditional: Kuwait allows other GCC goods that meet the rules of origin duty free, which requires 40% or more of the value added to originate in a GCC member and 51% of the producing firm's capital owned by GCC citizens. Goods you only resell from the UAE should not be assumed to qualify.

Does Kuwait have VAT?

No. The same US guide says "there is currently no Value Added Tax (VAT)" in Kuwait, and that Kuwait agreed in 2016 with its GCC neighbours to implement a 5 percent VAT on consumption, but implementation has not occurred. That page was published on 23 April 2026. Tax law can change, so check before you plan around it. The practical effect: a Kuwaiti customer's landed cost has duty but no VAT, while your UAE-side export is a separate matter for the Federal Tax Authority, covered in UAE VAT return filing for online sellers. An illustrative landed cost for a Kuwaiti order

For example, a product with a CIF value of AED 200 attracts duty of 5%, which is AED 10, if it is an ordinary dutiable good and no exception applies. The duty rate is sourced above; the AED figures are illustrative arithmetic, and Kuwait collects duty in Kuwaiti dinars. Who pays is set by your terms: noon says import duties are added to the customer price on its lane and do not affect your payout. If you ship on your own, decide whether the price shown includes duty, and tell the customer.

What are Kuwait's import licensing and agent rules?

If you export to a Kuwaiti business rather than a consumer, these rules matter. The US guide states that Kuwait keeps an import licensing regime for a wide variety of products, that importers of licensed products must be Kuwaiti citizens or Kuwait-based brokers registered with the Ministry of Commerce and Industry, and that only local agents are authorised to clear items at Kuwait Customs, showing a letter of representation and a letter from the end user. Commercial shipments need a commercial invoice, certificate of origin, packing list, and a bill of lading or air waybill, and the bill of lading must show the import license holder, who must be a Kuwaiti national (same source).

That page is a US government summary, not Kuwait's own rule text, and it does not say how consumer parcels are treated.
