What is Qatar's e-commerce license and who needs it?
Ministerial Decision No. 25 of 2026 was issued on 4 March 2026, published in the Official Gazette on 15 March 2026 and in force from 16 March 2026. According to a law-firm summary of the decision:
- Businesses may not conduct eligible commercial activities through electronic platforms without an e-commerce license and the prescribed fees.
- The regime applies only to activities approved by MoCI and published on its website.
- Where a business uses more than one platform, it needs a separate license for each.
- Personal-use transactions that are not in commercial quantities are excluded.
All four points are from the same summary. The summary is a secondary source. Read the decision text or MoCI's own page for the binding wording.
What does it cost and how do you apply?
A news report dated 18 September 2026 says MoCI describes the license as covering 194 approved activities and costing QAR 500, with applications submitted online. I could not open a MoCI page that states the fee, so treat QAR 500 as reported and confirm it. Any other costs, such as a Commercial Register entry or a required approval, are not stated in the sources checked.
What must you meet to hold it?
From the law-firm summary, items 1 to 4 are conditions for applying and items 5 and 6 are ongoing duties once licensed:
- You are registered in the Commercial Register.
- You submit an application naming the online commercial activity.
- You hold any regulatory approvals the product needs.
- You name the website or platform you will use.
- You offer electronic payment services on the platform.
- Your site shows your commercial registration and license numbers, contact and customer service details, a description of goods or services, exchange and return policies and complaint handling.
If you are a UAE company without a Qatari entity, item 1 is the question mark. Ask MoCI in writing whether a foreign company can hold the license, or whether you need a local company or partner.
Can you sell to Qatar from the UAE without a Qatari license?
Not answered in the sources checked. Two different things are involved: the legal right to trade in Qatar, and the practical act of shipping parcels to Qatari customers. A UAE company with only a UAE license may be able to ship to individual buyers, but whether that counts as "conducting eligible activity" under the decision is something only MoCI can say. Until you have that in writing, do not run Qatar-specific advertising, a Qatar checkout or a local-language store aimed at Qatar.

Which marketplaces can a UAE seller use for Qatar?
noon is not one of them on the seller side. Its help center says noon is open to businesses and individuals across the UAE, KSA and Egypt. Qatar is not a listed seller country.
I did not verify any Qatari marketplace's seller terms, so this page names none. If you want a marketplace route, ask each marketplace for its seller requirements, which company types it accepts and whether it handles import clearance.
What tax applies to online sales in Qatar?
The GTA's English site lists Global Minimum Tax, Income Tax, Capital Gains Tax, Withholding Tax and Excise Tax under "Taxes in Qatar", and I found no VAT page on it. Some guides describe a planned GCC-wide VAT for Qatar. I found no GTA page confirming it is in force, so I do not give a rate. Whether a UAE company selling online into Qatar creates a taxable presence is not addressed by the sources checked. Ask the GTA or a Qatar tax adviser.

What about customs and shipping?
Customs treatment depends on the goods, the value and the route. I did not find an official Qatar customs page I could open, so this page gives no duty figure. For how duty moves inside the GCC, read GCC customs union and the single duty, and use HS codes for GCC sellers to classify products before you quote a price.
Ask your courier or freight forwarder four questions in writing: who is the importer of record, who pays duty, what documents they need, and what happens to a refused parcel.
