How does VAT work in Oman?

The Tax Authority's pages state:

After registering you must collect VAT, file returns on time and keep records and invoices.

For a foreign seller, adviser summaries of the Authority's e-commerce VAT guide, issued in Arabic in August 2022, say non-resident suppliers who are obliged to collect Omani VAT must register with no threshold. The same summaries describe that obligation mainly for electronic services and for goods sold from stock held inside Oman, and say goods delivered from abroad are generally treated differently. I could not open the guide itself, so treat all of this as unconfirmed and ask the Authority how it applies to goods you ship from the UAE.

Do you need to register for income tax in Oman?

The Tax Authority says income tax registration is mandatory for any establishment engaged in economic activity in Oman, within 60 days of starting the activity or of registering with the ministry. It also lists a 10% withholding tax on payments to non-residents for services, interest or royalties, paid by the Omani payer.

Selling goods from the UAE to Omani customers is not clearly covered by either statement. Whether it creates an "establishment" in Oman is a question for an Omani tax adviser.

What happens if you ignore the rules?

The sources I could open give no penalty figures for Oman that I can verify. News reports mention fines and store suspension for e-commerce breaches, but I did not confirm amounts from a primary page, so none are given. The practical risk for a seller is simpler: a courier or customs office can hold a parcel that lacks the right documents, a payment provider can ask for your license, and a customer complaint can lead to a store review. Keep a folder with your trade license, any Omani license, tax registration details and the import paperwork for each shipment, so you can answer quickly.

Which marketplaces can a UAE seller use for Oman?

noon cannot be your Oman storefront: its help center says noon is open to businesses and individuals across the UAE, KSA and Egypt. I did not verify any Omani marketplace's seller terms, so none is named here. Ask each for accepted company types, fees and who handles import clearance.

What about customs and shipping from the UAE?

I could not open an official Omani customs page, so no duty figure is given. Ask your courier in writing who is importer of record and who pays duty and VAT at the border.

Worked example: VAT on an Omani order

Illustrative only, built from the 5% basic rate. An Omani customer buys a taxable item priced at OMR 20.000 before VAT. At 5%, VAT is OMR 1.000 and the customer pays OMR 21.000. If you are VAT registered in Oman, you collect that OMR 1.000 and pay it over in your return, after deducting VAT you paid on purchases. If you are not registered, you cannot add VAT as a line, and who accounts for it at the border depends on the import arrangement. How should a UAE seller test Oman safely?

  1. Pick one product line that needs no special approval.
  2. Ask MoCIIP whether your setup needs a license, and keep the written reply.
  3. Ask the Tax Authority whether you must register for VAT as a non-resident supplier of goods, and keep the reply.
  4. Agree with a courier who is importer of record, who pays duty and VAT, and what documents they need.
  5. Ship a small batch, record every cost per order, and only then price for a larger launch.
  6. Set a stop rule before you start: for example, stop if landed cost per order exceeds your target margin after two test shipments.

Do not buy Omani-targeted advertising before steps 2 and 3 are answered. Ask MoCIIP too what a licensed store must display on its website.
