UAE E-Trader Licence 2026: Who It Suits, What It Costs and What Nobody Has Verified

The e-Trader licence is the most searched-for and least documented thing in UAE online selling. Two YouTube explainers about it have between them over 72,000 views, one of them headlined with a price, and a recurring question on r/SmallBusinessUAE is whether the Dubai e-Trader permit is accepted by the marketplaces at all. Meanwhile every authority that could answer the question refused to serve us a page. This guide is therefore written the honest way round: here is what we could read from marketplace documentation and authority pages, here is the test to apply to any e-Trader quote you are given, and here is a clear list of what nobody has verified.

What is the e-Trader licence meant to be?

As commonly described, it is a low-cost permit issued by Dubai’s Department of Economy and Tourism for individuals resident in Dubai who want to trade online — through social media, a website or marketplaces — without renting commercial premises. The two widely watched explainers on it are titled "How to Get UAE E-Trader License (Only 1370 AED) … Amazon, Noon & E-Commerce" and "Dubai E-Trader License (DET): Start a Legal Online Business & Sell on Amazon UAE". We cite those titles as evidence of demand and of the figure in circulation, not as a price.

What we can say with a source is narrower and more useful. noon’s own help centre article on getting a Dubai trade licence does not mention e-Trader at all. It sends sellers to visitdubai.com’s Invest in Dubai portal and walks through eighteen steps of a full establishment: reserve a trade name, select a business activity, choose a legal type such as a sole establishment or an LLC, pay initial approval fees, sign a Memorandum of Association, pay final licence fees, then apply for an Establishment Card from the GDRFA and from MOHRE, complete a medical test, get an Emirates ID and residency visa, and open a bank account. That is the route noon documents. It is not the e-Trader route.

What do the marketplaces actually require of a licence?

This is the part you can test a quote against, because both marketplaces publish it.

Four of those rows do more work than any fee comparison. The activity rule is the real test: whatever the permit is called, the question is whether the activity printed on it is a sales, trading, manufacturing or distribution activity in noon’s terms. The bank rule is the second: noon will not accept personal bank details and requires the beneficiary name to match the company name on the licence, which is a real constraint for a permit issued to an individual. The two conflicting validity figures, 30 days in one noon article and 15 in another, show noon’s documentation is not perfectly consistent — take the stricter one. And the KSA freelance-certificate suspension shows how a cheap individual permit can be accepted and then stop being accepted.

Who does an e-Trader permit suit, and who should look elsewhere?

On the widely reported description — which we could not verify — it suits a Dubai resident testing a small online business, selling through social channels or a marketplace, with no premises, no staff and no need to sponsor a visa. It is a starter instrument.

It looks much less suitable in four situations. First, if you need a residence visa, since a permit reportedly issued to an existing resident does not sponsor one. Second, if you will hold stock and import it, because import declarations and customs codes attach to a trading entity. Third, if you want a corporate bank account in a company name, given noon’s beneficiary-name rule. Fourth, and most importantly for the readers of this site, if you are an Indian brand with no UAE residency at all, because on every description we have seen the e-Trader permit is for Dubai residents. In that case the relevant comparison is not e-Trader versus free zone. What does the alternative cost, from sources we could actually read?

Illustrative conversions on this page use AED 1 = ₹24.1 and SAR 1 = ₹23.6, the rates we used in September 2026. They move daily, so treat every rupee figure as an order of magnitude, not a quote.

We have no verified e-Trader figure, but we do have two published free-zone numbers, because Amazon publishes its partner programme terms and those pages were fetchable.

A worked comparison, using only the figures above. Suppose you expect AED 18,000 a month of sales, about ₹4.34 lakh, at a 22% contribution margin after noon fees, so about AED 3,960 a month of contribution. A RAKEZ licence at AED 5,499 is recovered in under six weeks of that contribution. If the reported e-Trader figure of AED 1,370 were correct, it would be recovered in about eleven days. On those numbers the licence cost is not the deciding factor at all — what decides it is whether the marketplace onboards you, whether you can open a business bank account, and whether you can import stock. Optimising a AED 4,000 difference while picking a permit that fails onboarding is the expensive mistake.

What about the conformity and labelling side?

One verified fact makes the licence question bigger than it looks. MOIAT, the Ministry of Industry and Advanced Technology, runs the service "Issue Conformity Certificates for Regulated Products (ECAS)", and the requirements it lists for that service begin with "A valid trade license" and a test report from an accredited laboratory. So for products that fall under a technical regulation, the trade licence is not just a marketplace formality — it is the precondition for holding the conformity certificate in your own name. A foreign seller with no UAE licence cannot. Whether an e-Trader permit satisfies MOIAT’s "valid trade license" requirement is, once again, something we could not verify.

On halal, separate the two things most write-ups merge. MOIAT’s halal page states that under UAE Cabinet Decree No. 10 of 2014 an establishment "shall obtain Halal Certificate" from a certification body registered with the ministry, while "the Halal National Mark is optional". The certificate and the mark are not the same obligation. Arabic labelling we will not assert at all: the closest instrument we found is UAE.S GSO 9 on labelling of prepackaged foodstuffs, cited by MOIAT, and GSO standard texts are paywalled, so we could not read the mandate or its category scope.

What we could not verify on this page

• e-Trader fees, renewal cost, eligibility and permitted activities. No authority page retrievable. The AED 1,370 figure is a YouTube title, quoted as circulating, not as a price.
• Whether e-Trader holders can sponsor a visa, hold stock, or open a corporate bank account. Not verified either way.
• Whether noon and Amazon.ae accept an e-Trader permit today. Neither publishes a list of accepted licence types. Ask them directly.
• Emirate-by-emirate equivalents of e-Trader in Abu Dhabi, Sharjah and the northern emirates. Not retrievable.
• UAE Wage Protection System obligations if you later hire. Every mohre.gov.ae path timed out or returned 403.
• A flat 5% GCC customs duty. The GCC Common Customs Law contains no rate; rates are per HS code in the tariff schedule, and several KSA lines were raised above 5% from 2020.

Do I need a UAE licence to sell on Amazon.ae? Amazon’s own licensing page says yes if your business is operating in the UAE, whether mainland or free zone. Its own signup form separately offers an "Individual (no trading/business license)" option, so the two are worth reconciling with Amazon before you assume either.

Is e-Trader an option for an Indian seller with no UAE residency? On every description we have seen, no, because it is framed for Dubai residents. The realistic comparison for an Indian brand is a UAE entity versus noon’s cross-border Global Selling route, which requires no UAE licence but comes with its own VAT question.

Does a trade licence matter for product compliance? Yes. MOIAT lists "A valid trade license" as a requirement for issuing an ECAS conformity certificate for regulated products, so a seller with no UAE licence cannot hold that certificate in its own name and has to rely on a party that can.
