Almost every stalled noon application we see is a document problem, not a business problem. The licence does not carry the right activity, the bank account is personal rather than corporate, the ID belongs to someone who is not named on the licence, or the seller is on the wrong programme entirely. noon publishes its requirements clearly, but it publishes them in three separate places for three different seller types, which is where the confusion starts.

This is the consolidated list as of September 2026, taken from noon's own onboarding articles. Start by deciding which category you are in, because nothing below applies across all three.
Which seller category are you in?
noon recognises exactly three:
- Local Seller — your business is registered in the country where you want to sell: the UAE, KSA or Egypt.
- International Seller — your business is registered outside the country where you want to sell.
- Individual Seller — Egypt only, using a personal Data Certificate. It does not exist in the UAE, and in KSA noon has stopped onboarding individuals on Freelance Certificates entirely.

What is each document actually checked against?
noon is not filing these away. Each one is verified against a specific rule, and knowing the rule tells you what to fix:
- The licence is checked for activity. It must authorise sales, trading, manufacturing or distribution and wholesale. noon states plainly that licences limited to service provision are not accepted. This is the single most common rejection.
- The licence is checked for validity window. The documents article asks for at least 15 days of validity; the eligibility article asks for at least 30 days remaining at submission. Treat 30 days as the working rule and renew before you apply.
- Tax details are checked for a name match. If your VAT name does not appear correctly on the FTA record, noon cannot accept it, and its instruction is to have the authority update the name rather than to work around it. A VAT application confirmation slip is not a certificate.
- The ID is checked against the licence. The personal ID must belong to the person named on the licence. If it does not, the power of attorney has to say that the named representative may act on behalf of the licence holder and the company.
- The bank document is checked for beneficiary name. The beneficiary must match the company name on the licence. noon explicitly refuses personal bank accounts.
- Documents are checked for reuse. Each set must be unique to a single account. You cannot use the same licence, ID or bank details across two stores. One legal entity per trade licence.
KSA changed, and old guides have not caught up. On the Ministry of Commerce's e-commerce monitoring recommendations, noon has stopped onboarding sellers who hold Freelance Certificates, and registration of e-commerce activity for Freelance Certificate holders through the Saudi Business Center has been halted. A Sales Promotion freelance certificate covers service activities only. For a KSA store you now need a formal commercial registration, and noon calls a valid VAT number mandatory there. If you were planning a KSA entry on a freelance permit, that route is closed as of September 2026.
What does noon do with the documents once you submit them?
Registration runs in three stages. First the Organisation ID, created with an email OTP and a phone OTP, which produces a Project ID. Then the store, where you pick the selling country and your country of registration, and give the store name in English and Arabic. Then the legal entity, where the documents go in: business registration PDF first, with noon auto-extracting some fields and you completing the rest; tax details next, either a TRN with issue and expiry dates and the certificate PDF, or the non-VAT option; then the business representative with an ID and, where needed, a power of attorney; then the payout method, which you may skip and add later.
Once the entity is approved you link it to a selling origin, and that link triggers an eligibility review where the team confirms the commercial registration really does carry sales, trading, manufacturing or distribution activity. noon quotes 24 to 48 working hours for that approval. The terms and conditions are emailed to the business representative, and the store stays offline until they are signed. If you are shipping from outside the country, a domestic selling origin is not enough — you need an additional invoicing profile per origin, with a free zone counting as its own origin.
Why do applications get rejected, and how do you recover?
noon names two headline reasons for being marked ineligible: commercial registration activities that are not supported, and a VAT certificate that has not been updated, which it flags specifically for international sellers. The recovery paths differ.

Keep your own copies. noon states it does not provide copies of documents submitted during registration — not the licence, not the VAT certificate, not the bank details, not the IDs. Store them yourself before you upload. And set a calendar reminder for licence and VAT expiry, because an expiring document surfaces as a critical action on the Seller Lab dashboard and that card disappears once there is nothing to show. What does the paperwork cost?
noon charges nothing to register. There is no application fee, listing fee or subscription on any page we read; you pay only the rate card once you sell, which our noon seller fees guide sets out. The cost sits on the other side of the table, in the licence and the tax registration, and we will not quote a figure for a UAE trade licence: every UAE licensing authority we tried to read during this research blocked automated access, and the agency numbers circulating online vary by several thousand dirhams for the same licence type. Ask two licensing agents for written quotes and compare them. What we can say with certainty is the tax side — UAE VAT registration is mandatory above AED 375,000 of taxable turnover and voluntary from AED 187,500, with VAT at 5%, while KSA charges 15%; see our UAE and KSA VAT glossary entry. At an illustrative Rs 23.50 per AED, that mandatory threshold is roughly Rs 88 lakh of Gulf turnover.
FAQ
What documents are required to sell on noon? A trade licence or commercial registration authorising sales, trading, manufacturing or distribution; a VAT certificate or the non-VAT option where allowed; identity proof for the business representative; and corporate bank details. A power of attorney is needed if the representative is not the licence holder.
Can I sell on noon without a trade licence? Not as a UAE or KSA seller — noon requires a legally registered business with a valid licence carrying the right activity. Indian sellers can use the India to UAE and KSA global selling lane with their Indian registration instead of a Gulf licence.
Does an Indian company need a UAE VAT certificate for noon? It depends on the route. Registering as an International Seller on noon UAE requires a VAT certificate issued in the UAE. The India global selling lane does not, and noon tells Indian sellers to select non-VAT registered when creating the legal entity.
Are Freelance Certificates accepted in Saudi Arabia? No, not for new registrations. noon has stopped onboarding Freelance Certificate holders on Ministry of Commerce guidance, because those certificates cover service activities only and do not cover e-commerce trading. A formal commercial registration is required.
How long does noon take to approve documents? Legal entity eligibility approval is quoted at 24 to 48 working hours, and cross-border tax detail approval the same. Rejections come back by email with the reason, and you re-submit through Fix Issue on the Legal page.
Can I use a personal bank account for noon payouts? No. noon states sellers cannot submit personal bank account details, and the beneficiary name must match the legally registered company name on your licence. International sellers submit Payoneer or Lian Lian details on a stamped authorisation letter instead.

The checklist is short but it is exacting, and every re-submission costs you another 24 to 48 hours plus whatever time it takes to amend a licence.
