The short answer is no, not in the UAE and not in Saudi Arabia. noon does have an Individual Seller category, and it is real, but noon's own eligibility article limits it to one country: Egypt, using a personal Data Certificate. Everywhere else you need a registered business.

That answer is worth spelling out properly, because the internet is full of the opposite claim and because the rules in KSA tightened during 2026. This guide covers noon's three seller categories, what each one actually needs, the KSA Freelance Certificate change, the documents that get rejected most often, and the legitimate alternatives if you do not have a licence. All of it is from noon's help centre as read on 27 September 2026. Rupee figures use an illustrative Rs 23.50 per AED and Rs 23 per SAR.
What are noon's three seller categories?
noon says it is open to businesses and individuals across the UAE, KSA and Egypt, then defines the categories in a way that narrows that considerably.

So the Individual category exists, is documented, and is not available in either of the two markets an Indian brand actually cares about. If a consultant tells you they can open an individual noon UAE account, ask them to point at the noon article that says so.
Which reader is this for? Both, and the answer differs. A UAE or KSA resident hoping to sell as a person has to get a licence, and the sections below say which activities it must cover. An Indian brand does not need a Gulf licence at all, because the International Seller route exists, but it comes with its own condition that catches people out: a VAT certificate issued by the country you want to sell in.
What happened to the KSA Freelance Certificate?
This is the change that matters most in 2026. Sellers used to route individual KSA registrations through a Saudi Freelance Certificate. noon has closed that door and says why: as per Ministry of Commerce guidance, registration for Individual Sellers in KSA using Freelance Certificates is currently suspended, because only service-based activities are permitted under that certificate and it does not cover e-commerce trading. noon's document list repeats it in plainer terms, that Freelance Certificates are no longer accepted for new KSA seller registrations.
The second KSA tightening sits alongside it. A valid VAT registration number is now mandatory for all sellers operating in KSA. noon's stated reason is to reduce compliance risk and complaints to the Zakat, Tax and Customs Authority, and it warns that invoices issued without a valid VAT number are subject to regulatory scrutiny. That removes the non-VAT registration option for KSA local sellers that still exists in the UAE.
Together these two changes mean the cheapest legitimate way into Saudi Arabia in 2026 is usually not a KSA registration at all. It is the UAE to KSA cross-border lane, which needs neither a KSA trade licence nor a KSA VAT registration, and which we cover in our noon KSA guide.
What does the UAE require instead?
A legally registered business, and specifically a valid Commercial Registration or trade licence whose listed activities include at least one of sales, trading, manufacturing or distribution and wholesale. A licence for consultancy or services will not pass, however genuine it is. You also assign a Business Representative to manage the account, and if that person is not the legal owner named on the licence you upload a Power of Attorney authorising them.
Accepted identity documents are a passport, Saudi National ID or Emirates ID in the eligibility article; the document list adds Iqama for KSA and Egyptian National ID for Egypt, and asks for the Emirates ID front and back. On payouts, noon requires a verified payment method evidenced by a cancelled cheque, bank statement or bank letterhead, and sets two rules that reject a lot of first attempts: a seller cannot submit personal bank account details, and the beneficiary or bank name must match the legally registered company name.
A conflict in noon's own documentation. noon's eligibility article says your licence must have at least 30 days of remaining validity at the time of submission. Its documents article says the trade licence or Commercial Registration must have a validity of at least 15 days. We could not reconcile the two from any published source, so plan on the stricter figure of 30 days and renew earlier than either.
Do I need VAT registration to sell on noon?
It depends entirely on which category you are in, and this is where most confusion lives.

Two consequences follow. First, a non-VAT-registered UAE seller has genuine freedom on pricing, because noon says VAT-registered sellers must price inclusive of VAT while non-VAT sellers can set prices without adding it. Second, VAT applies to noon's fees and commissions either way. noon is explicit that the VAT relevant to your country applies to its fees for both VAT and non-VAT sellers, and that its fees are quoted exclusive of VAT. Worked example: when does a UAE seller cross into mandatory VAT registration?
noon emails sellers whose total paid revenue approaches the mandatory threshold, which it states as 375,000 AED or SAR, or 500,000 EGP, and tells them to update their Tax Registration Number in Seller Lab.

Treat this as a planning table rather than tax advice: it uses the single threshold figure noon publishes, and your total UAE turnover across all channels, not just noon, is what counts for the Federal Tax Authority. Verify your own position against tax.gov.ae before you decide.
If I cannot get a licence, what are my real options?
There are four honest answers and one bad one.
- Register the business. A UAE trade licence with a trading activity is the clean route and unlocks the Local Seller category, the non-VAT option below the threshold, and later the UAE to KSA cross-border lane.
- Use the International Seller route from India. Keep your Indian company, register as an International Seller, and accept the condition: a VAT certificate issued in the selling country is mandatory regardless of turnover. - Sell through a distributor or authorised partner who already holds the licence. You give up margin and control of the storefront, but nothing about it is irregular.
- Start in Egypt if Egypt is genuinely your market. The Individual category is real there, on a Data Certificate plus Tax Card information. It is not a back door into the UAE.
- Do not use somebody else's licence. noon verifies that the bank beneficiary matches the company on the licence and requires a Power of Attorney where the representative is not the owner. Borrowed-licence arrangements fail those checks and put the store at risk.
Which of the first three is right depends on your category margin, how much stock you are willing to hold in the Gulf, and whether you want the brand to be yours on the storefront. What noon does not publish. noon gives no cost or timeline for the Egyptian Individual route, no indication of whether the KSA Freelance Certificate suspension will be lifted, and no list of which specific UAE or KSA licence types it accepts by name. We also did not verify any UAE licence pricing from a government source in this research, so treat every licence-cost figure you see quoted online, including in video titles, as unverified.
