To sell food products online in the UAE you need a license that covers food trade, Dubai Municipality registration for each food item, and a label with the required information in Arabic. The municipality's Food Code says all imported or re-exported food items must be individually registered in its FIRS system. Halal certificates apply to meat and animal-origin products. Can you sell food online in the UAE from home?

For most sellers, no, not from an ordinary home. Dubai's Intelaq home-business scheme is the main exception, and it is limited. It is open only to home-based projects owned by UAE or GCC nationals, and the 2020 announcement says a designated kitchen outside the home with an outside entrance is mandatory for food preparation. For food trading, the same announcement says a residence may be treated as a management office only.

So if you want to resell packaged food, you keep stock in a licensed warehouse, not at home. If you want to make food, you need a licensed kitchen. The Dubai Municipality food-safety page lists separate services to register a food item, assess a food establishment layout and request a permit for food activities. That page shows service titles but no fees. Ask for them in writing.

How do you register a food product in Dubai?

The Food Code says an importer registers in the municipality's system, labels are approved through FIRS before import, and each food item is registered individually. In practice, that means:

  1. Get a license whose activities include the food you sell.
  2. Register as an importer with Dubai Municipality.
  3. Prepare the product file: product name, ingredients, origin, producer details and label artwork.
  4. Submit each product, flavour and pack size as its own item, and wait for approval before shipping.
  5. Keep the approval records for each batch you import.

The Food Code we read is the 2013 English edition, so check the municipality's current service page for newer rules. We could not find an item-registration fee or processing time on a municipality page, and we do not state one.

Check this first. Register before you ship, not after. A consignment of unregistered food can be held at the port, and storage and demurrage charges run while you sort it out. Ask your customs broker for the current rule in writing.

What must a food label say in the UAE?

The Food Code says no pre-packed food may be imported or sold without a label that carries all the required information, and that the required information must be in Arabic. Production and expiry dates must be shown and must not be tampered with. Non-halal products need a permit, and the label must state clearly that the product is non-halal.

MoIAT's halal page lists the UAE labelling standard for pre-packaged food (UAE.S GSO 9, "Labelling of Prepackaged Food Stuffs") among its halal standards. We did not open the full text of that standard, so read it before you print packaging. When do you need a halal certificate?

The Food Code says halal certificates are required for processed meat from halal animals and for foods containing meat, poultry or animal-origin ingredients such as gelatin, with seafood excepted. MoIAT runs the national halal programme, and its page says the Halal National Mark is optional.

So a packet of biscuits with gelatin-free ingredients and a packet of marshmallows with gelatin sit in different positions. Check each ingredient list. Halal certificates for UAE sellers covers who issues them.

What do Amazon.ae and noon allow and charge for food?

Amazon.ae lists Grocery at 5% referral fee on items up to AED 50 and 11% above AED 50, with a minimum fee of AED 0, before VAT, as of October 2026. Some categories need approval first; Amazon says restricted categories may require performance checks and other requirements, and the full list is not published. Check your category inside Seller Central; see Amazon.ae category approval.

What goes wrong with food listings?

  • Selling a flavour you did not register. Each item is registered individually, so a new flavour is a new registration.
  • Shelf life you cannot justify. The Food Code makes the food establishment responsible for setting a product's shelf life under defined conditions, except where the Food Control Department mandates one. We did not find a published minimum remaining shelf life at entry for food, so ask the municipality for your category.
  • Labels with English only. Arabic is required for the label information.
  • Supplement-style claims on food. Products sold for health benefits may fall under supplement rules; see selling supplements online in the UAE.
  • Allergens missing. The Food Code sets ingredient and labelling duties; read it for your product type.
