You can sell abayas online in the UAE with a trade license that covers retail or trading, an Arabic invoice for every sale and, once your taxable sales pass AED 375,000 a year, VAT registration. Dubai Municipality's regulated consumer-product list covers cosmetics, fragrances, detergents, supplements and toys, and does not name clothing. So the hard part is not approval. It is margin, sizing, returns and standing out. This page covers each step as of October 2026.

By Blooprint team · Published 10 October 2026 · 6 min read
Key takeaways
- Dubai Municipality's list of regulated consumer products names cosmetics, fragrances, supplements and toys, not clothing, so a plain abaya has no product registration step there.
- You still need a UAE trade license with a retail or trading activity, and an Arabic invoice under UAE consumer law.
- Amazon.ae charges a 15% referral fee on apparel with a AED 1 minimum, before VAT, as of October 2026.
- Imported abayas pay 5% customs duty on CIF value and 5% VAT at import, per Dubai Customs and FTA guidance.

Do you need special approval to sell abayas online?
Not a product approval of the Dubai Municipality kind. The municipality's e-commerce guideline lists the regulated categories as cosmetics and personal care, fragrances, detergents, biocides, health supplements, food contact materials and toys. Apparel is not on that list.
We did not find an abaya-specific UAE registration or labelling rule on an authority page. That is a statement about what we found, not a promise that none exists. Marketplaces can also set their own rules, so check the category page inside Seller Central before you buy stock. If an abaya carries perfume, beads with precious metals or a brand mark that belongs to someone else, other rules apply; see selling jewellery online for the precious-metals side.
Which license do you need to sell abayas?
You need a UAE trade license whose activity matches what you sell. Marketplaces compare your license activity with your category. Look for a clothing, garments or fashion retail activity, or a trading activity that names textiles, rather than relying only on general trading. If you design and have abayas made by a workshop, say so when you apply, since manufacturing is a different activity from retail.
The choices between mainland, free zone and e-trader routes are in what license you need to sell online in the UAE. Whatever you pick, get the activity name in writing before you pay.
Check this first. If your abayas come from a tailor or atelier in the UAE, ask whether they invoice you with VAT. If they do not, you cannot recover VAT on that cost, and your margin changes.
What do imported abayas cost at the border?
If you import from a manufacturer abroad, two taxes apply at the border. Dubai Customs' service guide gives customs duty at 5% of the CIF value, and the FTA states UAE VAT at 5%. Confirm the tariff code for your fabric with a customs broker, since the code decides the rate.
Illustrative example: a shipment of abayas with a CIF value of AED 20,000. Duty at 5% is AED 1,000. If import VAT is charged on the duty-inclusive value of AED 21,000, it is AED 1,050; confirm the VAT basis with your customs broker, since the pages we cite do not state it. Import VAT may be recoverable if you are VAT-registered. This example uses the published rates only; freight, clearance fees and any other charge are extra.
Do you need VAT registration to sell abayas?
You must register for VAT when your taxable supplies and imports exceed AED 375,000 in 12 months, and you may register voluntarily above AED 187,500. Many sellers register early so that they can reclaim VAT paid on fabric and imported stock. See UAE VAT registration for sellers.
This is general information, not tax advice. Confirm your position with the Federal Tax Authority or a registered tax agent.
What does selling abayas on Amazon.ae and noon cost?
Amazon.ae lists Apparel at a 15% referral fee, with a minimum fee of AED 1, excluding VAT, as of October 2026. Shoes are also 15%.
| Selling price | Referral fee at 15% | You keep before other costs |
|---|---|---|
| AED 199 | AED 29.85 | AED 169.15 |
| AED 349 | AED 52.35 | AED 296.65 |
| AED 599 | AED 89.85 | AED 509.15 |
The table is illustrative and uses only the published 15% rate. It excludes fulfilment, storage, advertising, returns and VAT. noon's commissions are on its own seller pages; use noon seller fees explained and compare channels in Namshi vs noon vs Amazon for fashion.

How should you write abaya listings that sell?
Abayas are a fit-and-fabric product, so the listing has to remove doubt. We cannot cite a UAE statistic on abaya returns; none is published that we could verify. Treat these as working practice, not rules:
- Size chart in centimetres, with the length measured from shoulder to hem and a note on whether the cut runs wide or narrow.
- Fabric named plainly, such as crepe, nida, georgette or linen blend, with care instructions.
- Colour photographed in daylight, since black abayas vary between dyes.
- Arabic title and bullets. Shoppers in the UAE search in both languages; see Arabic listings on noon for which fields need Arabic.
- Model height and size worn, stated in the images and text.
- A plain return line, because return rules and fees depend on the platform you use.
Should you sell on a marketplace or on your own channel?
A marketplace gives you traffic and payment handling, and takes a referral fee on every order. Your own site or Instagram shop keeps the margin but you pay for every visitor through ads or content. Many abaya brands start on one marketplace to learn what sells, then move repeat buyers to their own channel. If you sell through Instagram, read Instagram business license in the UAE first, because social selling still needs a license.
Whichever route you pick, keep one product database with your size charts, fabric details, photos and Arabic text, so every channel carries the same facts. Differences between your site and your marketplace listing are a common source of wrong-size returns and complaints.
What does UAE consumer law say about invoices and returns?
The UAE consumer-protection page says the invoice must be in Arabic, and the provider may add other languages. It also says e-commerce businesses must give consumers clear information in Arabic about the product or service. Check the full text on u.ae or with the Ministry of Economy and Tourism before you set your returns terms. Marketplace returns follow the platform's policy; see noon returns policy for sellers.
FAQ
Can I sell abayas from home in the UAE? You still need a trade license, because an online business is a commercial activity. Dubai has a home-business license route, covered in home business license in Dubai, and free zones issue their own e-commerce licenses. Which one you can use depends on your emirate and visa status. Start with the licensing guide linked above.
Do abayas need a Dubai Municipality product registration? The municipality's regulated consumer-product list names cosmetics, fragrances, detergents, biocides, supplements, food contact materials and toys. Clothing is not on it. We did not find an abaya-specific registration, so check the marketplace's category page and ask your license authority about your exact product.
How much is Amazon.ae's fee for abayas? Amazon.ae publishes a 15% referral fee for Apparel, with a AED 1 minimum, before VAT, as of October 2026. Fulfilment, storage and advertising are separate charges. Check the live pricing page before you set prices, since Amazon can change it.
What duty do I pay when importing abayas? Dubai Customs' service guide gives 5% duty on CIF value, plus 5% VAT at import. The exact rate depends on the tariff code for your fabric and construction, so confirm it with a customs broker or Dubai Customs before you ship.
Do I need VAT registration for a small abaya brand? Only once taxable supplies and imports exceed AED 375,000 in 12 months. Between AED 187,500 and AED 375,000 you may register voluntarily. Below that, registration is not required, though you cannot reclaim VAT on costs either.
Does the invoice for an abaya have to be in Arabic? Yes. The UAE consumer-protection page says the invoice must be in Arabic, and the provider may add any other language. Set up your invoice template with Arabic text from the first order, not after a complaint.
