This is one of the highest-intent questions an aspiring Gulf seller types, and the internet answers it badly in both directions. One half of the results promise a no-licence noon account that does not exist. The other half insist you must set up a UAE company first, which is also wrong. The real answer has a shape, and the shape is worth understanding before you spend money.

Short version: you can sell on noon without a UAE trade licence, but not without a registered business somewhere. The cross-border route substitutes your home-country registration for a UAE one. It does not let a private individual sell. Below is the detail, from noon's own help centre, as of September 2026.
What we could not verify, and will not pretend to. UAE licence types — mainland versus free zone versus e-trader, and what each permits — could not be confirmed from any primary source. Every issuing authority we tried was blocked or empty: u.ae returned a zero-byte body, dubaidet.gov.ae and invest.dubai.ae returned 403, and det.gov.ae, ded.ae and etrader.dubaided.gov.ae returned no response at all. Everything below is what noon requires at registration, which is a different and checkable question. For what UAE law requires of you, ask a licensed UAE corporate service provider.
Who does noon actually let register?
noon publishes exactly three seller categories, and this table settles most of the arguments.

That third row is the myth-killer. There is a noon individual seller account, and it exists in Egypt and nowhere else. If you are in the UAE or Saudi Arabia and hoping to register as a private person, noon's own eligibility article rules it out: it requires "a legally registered business in the country where you intend to sell", a valid Commercial Registration or trade licence whose activity list includes at least one of sales, trading, manufacturing or distribution and wholesale, and at least 30 days of validity left when you submit.
Alongside that, noon wants a business representative with a passport, Saudi National ID or Emirates ID, a power of attorney if that person is not the owner named on the licence, and a bank document — cancelled cheque, statement or letterhead — whose beneficiary name matches the company name on the licence. That last condition is the quiet one: it makes "register in a friend's company name and use my own bank account" impossible.
So how do people sell on noon without a UAE licence?
Through the cross-border route, which is fully documented and genuinely licence-free on the UAE side. For an Indian seller it works like this, all of it from noon's Global Selling documentation:
- You create a legal entity and select non-VAT registered, submitting your GSTIN.
- You link a bank account that can receive USD. Settlement is in USD, paid from noon's UAE or KSA entity to your Indian account, and bank charges on receipt are yours.
- You list on the FBP module, with country of origin mandatory, an 8-digit HS code per product uploaded through the Global Product Importer, and prices uploaded in USD with the country code AE or SA.
- You drop-ship to noon's consolidation centre in India. noon handles the international leg, customs and import VAT, stating that it "collects the applicable VAT in both the UAE and KSA and pays it directly to the relevant authorities", and that import-related charges do not appear on your invoice.
- noon states plainly: "VAT registration is not mandatory for noon Global Stores in either the UAE or KSA."
No UAE trade licence appears anywhere in that sequence. What does appear is your Indian registration: GST certificate, Letter of Undertaking, Authorised Dealership code, Importer Exporter Code and PAN, plus a passport copy matching the GST certificate. There is a second version of the same trick. A seller already live on noon UAE can sell into Saudi Arabia with no KSA licence and no KSA VAT registration, because noon's UAE-to-KSA lane is an automatic opt-out programme. Do partner, aggregator or agency arrangements work?
They exist, and they are not all the same thing. Be precise about which one someone is offering you.

Before signing anything described as "selling under our licence", ask three questions in writing. Whose name is the noon legal entity in? Whose bank account receives the payouts? What happens to the store, the listings and the reviews if we part ways? If any answer is not yours, you are building someone else's asset.
What is genuinely not possible?
- Selling on noon UAE or noon KSA as a private individual. The Individual seller category is Egypt-only.
- Registering with no business documents at all. noon requires a CR or trade licence with a qualifying activity and 30 days of remaining validity.
- Routing payouts to a bank account in a different name from the business. noon requires the beneficiary name to match.
- Escaping VAT on noon's fees. noon states that VAT applies to fees and commissions for "VAT and non-VAT sellers" alike. Non-VAT sellers simply cannot recover it — which makes it a cost, not a saving.
- Using noon Global Shipping as an Indian seller. That programme runs through a Shenzhen consolidation hub and is China-only at the time of writing. India uses the separate Global Selling programme.
- Avoiding warranty obligations. Under noon's global seller warranty policy you remain responsible for warranty on anything you sell, compliant with the consumer protection law of the destination country.
The VAT contradiction you should know about
noon's own documentation conflicts here, and any page that picks one side and asserts it is misleading you. Both of these are live on noon's help centre:
- The VAT FAQ says: "If you are an International Seller i.e. if your company is not registered in UAE, KSA or Egypt VAT registration certificate issued by the country in which you wish to sell is mandatory." The eligibility article repeats it — for international sellers a VAT certificate from the selling country is mandatory "regardless of your local turnover".
- The Indian-seller Global Store guide says the opposite for its own route: select "non-VAT registered", and "VAT registration is not mandatory for noon Global Stores in either the UAE or KSA".
The reading that fits both texts is that they describe two different programmes: a marketplace International Seller listing directly into a noon market, and a cross-border Global Selling seller whose goods move under noon's own import and VAT remittance. The Global Store route is the one with no VAT requirement. We offer that as the reconciliation that makes both documents consistent, not as something noon says in those words. Worked example: the cost of the licence you might not need
An Indian apparel brand wants to test 30 SKUs in the UAE. Illustrative rates: ₹23.50 per AED, ₹22.50 per SAR, both of which move daily.
